Absent: Commissioner Brauer. <br /> <br />Case #2: <br /> <br />Request for a Conditional Use Permit to Establish Manufacturing Activities <br />in the B-3 Highway Business District; Case of Douglas Roberts <br /> <br />Chairperson Nixt closed the regular portion of the Planning Commission meeting at 7:44 p.m. in <br />order to call the public hearing to order. <br /> <br />Public Hearing <br /> <br />Chairperson Nixt called the public hearing to order at 7:44 p.m. <br /> <br />Presentation <br /> <br />Community Development Assistant Wald stated that the City received an application for a <br />conditional use permit from Douglas Roberts to establish manufacturing activities in the B-3 <br />Highway Business District on the property generally known as 6650 State Highway #10. She <br />said the applicant is proposing to locate in an existing 11,500 square foot office/warehouse <br />structure. Mr. Roberts is proposing to open a Computer Numerically Control Milling and <br />Lathing firm that performs specialized work for customers in the Defense, Medical and Machine <br />Manufacturing trades. The proposed manufacturing activities are not considered a permitted use <br />in the B-3 Highway Business District. She said the applicant is not proposing any outside <br />storage and truck traffic will consist of small delivery and UPS trucks. She mentioned the <br />Minnesota Department of Transportation has initiated a TH 10 Interregional Corridor <br />Management Plan for State Highway #10. The City Council adopted a resolution on January 8, <br />2002 stating the City's support for the TH 10 Interregional Corridor Management Plan to convert <br />TH 10 to a freeway system. An exact alignment has not been determined, however MnDot has <br />stated initial support for a freeway alignment that is located adjacent to the BNSF railroad tracks. <br />The subject property could be affected by the future conversion of State Highway #10 to a <br />freeway. Staff feels that the conditional use permit request will be a good fit for the existing <br />building and therefore Staff is recommending approval contingent upon the traveled areas of the <br />site being upgraded with an overlay of pavement and installation of curbing. <br /> <br />Citizen Input <br /> <br />Dan Friedner, Welsh Companies, confirmed Mr. Jensen owns the property.
