Highway # 47 and south of River Pines residential development. The property is currently zoned <br />R-1 Rural Residential. The applicant will need to apply for a rezoning to rezone the property to <br />R-1 Urban Residential. The property is located within the MUSA boundary line and is eligible <br />for development with urban services. The 2002 Comprehensive Plan shows this area to be <br />developed as Iow density urban residential. She explained the property as 31.66 acres in size and <br />the sketch plan is proposing to replat the property into 39 single-family lots for a gross density of <br />1.23 units per acre. Net density will need to be calculated during time of preliminary plat review. <br />It appears that the lots meet the minimum standard for lot area and lot width with the exception <br />of Lot 6, Block 3. This information will need to be verified at time of preliminary plat review. <br />The subdivision is proposing to gain access from State Highway #47 by the extension of 156t~ <br />Lane. Staff anticipates that MnDot will require State Highway #47 to be upgraded to include left <br />and right turn lanes. She stated the sketch plan is indicating that two cul-de-sacs will service the <br />residential lots. The sketch plan is also providing for an access to the south by the extension of <br />Helium Street south to facilitate future development of Wildlife Sanctuary 3rd Addition. A <br />detailed grading and drainage plan will be reviewed as part of the preliminary plat stage. It is <br />expected that the developer will be required to extend the trail from the north boundary to the <br />south boundary of the plat along T.H. #47. Staff is interested in obtaining the necessary <br />easements to connect the trail from the north boundary of Wildlife Sanctuary 2nd Addition to the <br />south boundary of Apple Ridge. The City would then reimburse the Developer for the <br />construction of that additional trail link. Sidewalks are required along all non cul-de-sac roads. <br />She noted that the City is also reviewing development proposals for the remainder of Wildlife <br />Sanctuary to the southeast, Sunflower Ridge to the south and Evergreen Point to the southeast. <br />The installation of streets, sanitary sewer, municipal water and storm sewer will have to be a <br />coordinated effort between all four proposed development areas. She noted a correction to be <br />made in the Staff letter of March 29, under point 8, the charge for utilities is $562 and not $5562. <br />City Staff recommends sketch plan approval. <br /> <br />Commission Business <br /> <br />Motion by Commissioner Johnson, seconded by Chairperson Nixt to approve the sketch plan <br />contingent upon compliance with Staff Review letter of March 29, 2002, and recommend that the <br />developer proceed to the preliminary plat stage and apply for a rezoning. <br /> <br />Motion Carried.
