zoned R-1 Rural Residential. The applicant will need to apply for a rezonlng to R-1 Urban <br />Residential. The property is located within the MUSA boundary line and is eligible for <br />development with urban services. The 2002 Comprehensive Plan shows this area to be <br />developed as low density urban residential. The subject property is 7.50 acres in size. The <br />sketch plan is proposing to replat the property into 13 single-family lots for a gross density of 1.7 <br />units per acre. Net density will need to be calculated at the time of preliminary plat review. It <br />appears that the lots meet the minimum standard for lot area and lot width. This information will <br />need to be verified at time of preliminary plat review. Staff has received a sketch plan for the <br />development of Wildlife Sanctuary 2nd Addition, from Oakwood Land Development, which is <br />proposing to extend 156th Avenue westerly from State Highway #47. Wildlife Sanctuary 3rd <br />Addition is proposing to gain access by extending Helium Street south from the proposed 156th <br />Avenue in the proposed Wildlife Sanctuary 2nd Addition. Staff anticipates that MnDot will <br />require that State Highway #47 be upgraded to include left and right tum lanes. Upgrading of <br />State Highway #47 is essential and beneficial to the development of Wildlife Sanctuary 3ra <br />Addition. Staff is recommending that Mr. Gustafson work with Oakwood Land Development on <br />the timing and cost associated with the upgrading of State Highway #47. She said it is expected <br />that the developer will be required to extend the trail from the south in Evergreen Point to the <br />south plat boundary of Wildlife Sanctuary 2nd Addition on T.H. #47. In accordance with City <br />Code, a five-foot sidewalk must be provided along one side of Helium Street. She noted that the <br />City is also reviewing development proposals for the remainder of Wildlife Sanctuary to the <br />northwest, Sunflower Ridge to the south and Evergreen Point to the southeast. The installation <br />of streets, sanitary sewer, municipal water and storm sewer will have to be a coordinated effort <br />between all four proposed development areas. City Staff recommends sketch plan approval. <br /> <br />Commissioner Johnson stated questioned why MnDOT would require T.H. #47 to be upgraded <br />to include turn lanes. <br /> <br />City Engineer Jankowski explained this is currently a driveway. <br /> <br />Commission Business <br /> <br />Motion by Commissioner Reeve, seconded by Chairperson Nixt, to approve the sketch plan and <br />recommend that the developer proceed to the preliminary plat stage and apply for a rezoning. <br /> <br />Motion Carried.
