Chairperson Nixt referred to the Staff Review letter on March 27 stating the adoption of' the <br />rezoning ordinance is subject to Metropolitan Council approval, and he questioned the status of <br />this. <br /> <br />Community Development Director Frolik responded the zoning ordinance has been introduced, <br />and it doesn't go to the Council for the second reading until the Metropolitan Council approves <br />it. <br /> <br />Motion by Chairperson Nixt, seconded by Commissioner Reeve, to close the public hearing. <br /> <br />Motion Carried. Voting Yes: Chairperson Nixt, Commissioners Reeve, Brauer, Johnson, <br />Kociscak, Sweet, and Watson. Voting No: None. Absent: None. <br /> <br />The public hearing closed at 7:47 p.m. <br /> <br />Commission Business <br /> <br />Chairperson Nixt called the regular meeting of the Planning Commission back to order at 7:47 <br />p.m. <br /> <br />Commission Watson pointed out there are a lot of variables in this case. <br /> <br />Commissioner Sweet suggested the case be tabled until other bodies submit their answers to the <br />variables. <br /> <br />The Commission identified the variables as being the variance, the zoning, and the setback issue. <br /> <br />Chairperson Nixt commented that 295 units are proposed for this area, and another development <br />on the south side of Alpine Drive. <br /> <br />City Engineer Steve Jankowski agreed with Chairperson Nixt that a traffic generation analysis <br />should be requested in lieu of the proposed subdivisions. <br /> <br />Commissioner Johnson mentioned the traffic impact is understood within the approval of <br />rezoning. He added that an analysis would be more for the plat than for T.H. #47. <br /> <br />Chairperson Nixt pointed out the March 15, 2002 letter from MnDOT suggests consideration of <br />turn lanes and/or bypass lanes due to the negative impact on traffic from the high-density <br />housing developments. <br /> <br />Commissioner Kociscak noted this area was rezoned from business to high density residential, <br />and the difference in traffic between the zones should be minimal. <br /> <br />Chairperson Nixt questioned what the status is on the sound mitigation. <br /> <br />Planning Commission/April 4, 2002 <br /> Page 5 of 14 <br /> <br /> <br />
