City Engineer Steve Jankowski stated it is anticipated that a sound wall will bc rcqulred. He said <br />a report was expected to arrive by now, and it hasn't. <br /> <br />Commissioner Sweet reverted to the issue of too many variables. <br /> <br />Commissioner Brauer stated his concern was the 10-foot setback. He feels it is excessive, and <br />even if all the other pieces fell into place, this issue would remain. <br /> <br />Commissioner Johnson questioned whether the wetland prohibits a change in the setback. <br /> <br />Mr. Solintrop explained the plat cannot handle the storm water amounts if the setback cannot be <br />changed. He said he would like to maximize the amount of the back yards. A hardship would <br />occur in losing units if they had to comply with the ordinance. He suggested it may be better to <br />move as many as possible around to meet the code, and request a variance for the few that cannot <br />meet the ordinance. <br /> <br />Motion by Commissioner Johnson, seconded by Chairperson Nixt, to recommend that City <br />Council approve the preliminary plat for Evergreen Point contingent upon: <br /> <br />Compliance with City Staff review letter dated March 27, 2002, noting that the actual <br />number of units allowed is subject to the results of the site plan approval process <br />Applicant mitigation of variance and City Council approval of that effort <br />Consideration of open space requirement and common area <br />Subject to internal traffic generation analysis <br /> <br />Motion Carried. Absent: None. <br /> <br />PLANNING COMMISSION BUSINESS <br /> <br />Case#4: Request for Site Plan Review of Evergreen Point; Case of Edina <br /> Development <br /> <br />Presentation <br /> <br />Community Development Director Frolik stated that the City received an application from Edina <br />Development for site plan review to develop 112 townhomes on the property located west of <br />Highway #47 and north of Alpine Drive N.W. The property is approximately 24.11 acres in size <br />and currently zoned R-3 Urban Residential, which allows for medium density residential <br />development at a density not to exceed 7 units per acre. The net density (subtracting Alpine <br />Drive and T.H. #47 road right-of-ways and wetlands) is 6.9 units per acre. The proposed <br />townhomes consist of two, four, and six unit structures. In accordance with the newly adopted <br />street policy for multiple residential developments and suggestions from City Staff, Planning <br />Commission and City Council, the units will receive access from a combination of public streets <br /> <br />Planning Commission/April 4, 2002 <br /> Page 6 of 14 <br /> <br /> <br />
