and private driveway collectors. Ail of the driveways are at least 25 feet in length and do not <br />exceed the 20-foot width restriction at the street. City Code requires a minimum of 280 off-street <br />parking spaces and 439 are proposed within garages, driveways and parking nodes. City code <br />requires that garages be at least 240 square feet in size. The double garages proposed are 324 <br />square feet and the single garages are 252 square feet. She noted the lot coverage is restricted to <br />35% and the coverage in the project is approximately 13%. The structures on private streets <br />meet the 25-foot setback established in the new private street policy. The structures on the <br />public streets are proposed to be set back 10-25 feet from the back of curb rather than 35 feet <br />from the road right-of-way line. The applicant has applied for a variance to the setback on the <br />public streets. The City has engaged the services of SRF Engineering to do a noise level study <br />for several developments proposed adjacent to T.H. #47. The development permit will require <br />the developer to comply with sound mitigation measures determined necessary by the City <br />Engineer. The developer indicates that all of the units have the potential for a total finished floor <br />living space of 1,658 square feet. City Code minimums for 2 and 3 bedroom units is 650 and <br />775 square feet respectively. It would appear that the floor areas will exceed City Code <br />requirements. Staff recommends Site Plan approval contingent upon compliance with Staff <br />Review Letter dated March 28, 2002. <br /> <br />Gary Rudy, applicant, explained the exteriors will be a combination of stucco and brick, and <br />possibly stone, on the front. He said ramblers and splits will be built, all with approximately <br />1,660 square feet. They will have either 2 or 3 bedrooms plus a rec room. <br /> <br />Commission Business <br /> <br />Motion by Chairperson Nixt, seconded by Commissioner Johnson, to recommend that the City <br />Council approve the proposed site plan for Evergreen Point contingent upon compliance with <br />City Staff Review Letter dated March 28, 2002 and obtaining a variance to the front yard setback <br />requirements. <br /> <br />Commissioner Kociscak stated if mitigation needs to occur, the units may have to be <br />reconfigured. In that case, the plan will need to be re-submitted to the Planning Commission. <br /> <br />Motion Failed. Voting Yes: Chairperson Nixt, Commissioners Johnson, and Reeve. Voting No: <br />Commissioners Brauer, Kociscak, Sweet, and Watson.
