Principal Planner Trudgeon stated Edina Development has applied for site plan review to <br />develop 110 townhomes on the property located west of Highway #47 and north of Alpine Drive <br />N.W. The property is approximately 24.11 acres in size. The property is currently completing <br />the process to be zoned R-3 Urban Residential, which allows for medium density residential <br />development at a density not to exceed 7 units per acre. The net density (subtracting Alpine <br />Drive and T.H. #47 road right-of-ways and wetlands) is 6.8 units per acre. The proposed <br />townhomes consist of four and six unit structures. The Staff will work with developer to remove <br />the extra parking spaces if approved by the Planning Commission. Lot coverage is restricted to <br />35% and the coverage in the project is approximately 13%. The structures on private streets <br />meet the 25 foot setback established in the new private street policy. The structures on the public <br />street received a 10' variance to the 35 foot setback road right-of-way line. <br /> <br />Commission Business <br /> <br />Chairperson Nixt noted the map on page 190 in the Staff Review letter shows landscaping and <br />screening. <br /> <br />Terry Herman, representative of the developer, responded the map does show landscape <br />screening, though now with the sound wall required, much of that will be eliminated. <br /> <br />Chairperson Nixt asked if anything has been requested in lieu of the 10 foot wall. <br /> <br />Principal Planner Trudgeon replied the City requires 1 tree per unit, and anything more is <br />additional. <br /> <br />Chairperson Nixt stated variances have been given for some of these lots to comply and he <br />encouraged the City to give some consideration to landscaping to ensure nothing is lost in regard <br />to the buffering. <br /> <br />Principal Planner Trudgeon noted additional buffering will not work well since the sound wall <br />must be put in. <br /> <br />Chairperson Nixt clarified he wasn't concerned with landscaping near the sound wall, but <br />possibly more should be added within the development. <br /> <br />Motion by Commissioner Johnson, seconded by Commissioner Kociscak, to recommend that the <br />City Council approve the proposed site plan for Evergreen Point contingent upon compliance <br />with City Staff Review Letter dated April 26, 2002, and subdivision approval. <br /> <br />Motion Carried. Voting Yes: Chairperson Nixt, Commissioners Johnson, Kociscak, and Brauer. <br />Voting No: None.
