He suggested <br />Marshall pave the entire area on their south side, and wherever there is constant traffic. He noted <br />that dust is created in large enough amounts to cover his employees' cars due to front end loaders <br />moving back and forth between two stock pile areas. He stated he notices the sand and rock is <br />wetted down so there is no natural dust. He asked if there is a way to block the view, and the <br />noise, with more than a chainlink fence. He asked if the building is in a TIF district. <br /> <br />Community Development Director Frolik said she wasn't aware that the concrete business <br />received any TIF funds. She explained the outdoor storage is allowed in the zone and no <br />screening is required. That is why these types of operations would need a conditional use permit <br />today for screening. <br /> <br />John Thompson, applicant, 14141 Unity Street, said they have been in the property <br />approximately two years. The berming and planting was done by the previous owner. He said <br />he does recognize the traffic and noise issues, and said they can be addressed easily. He stated <br />the deliveries are subcontracted, and he did notice the truck is loud. He said he would request a <br />different operator. He addressed the dust issue fi.om the silos and noted the plant is old enough <br />that the dust collection system doesn't handle the air trailers. He said they do have a new one on <br />order, which will be installed this summer. The new silo will have a properly sized dust <br />collector. He said the repositioning of the aggregate storage is an ongoing process. It was <br />moved for ease in loading. He said bunkers will be added adjacent to 140t~ Avenue, which will <br />develop a screening wall. He said they will have one stretch across 140th that will be more <br />attractive. He noted this was a proposed condition of the conditional use permit, and it was <br />always their intent. He explained the addition of this silo is not to increase the level of activity, <br />but gives them another product choice. <br /> <br />Motion by Chairperson Nixt, seconded by Commissioner Reeve, to close the public hearing. <br /> <br />Motion Carried.
