Community Development Director Frolik suggested earth berms and block bunkers be used, or <br />that wood soundwalls be erected. <br /> <br />Commissioner Brauer questioned how the issue of dust can be resolved. <br /> <br />Community Development Director Frolik answered a requirement can be imposed that all travel <br />portions of the site be paved. She said the current Industrial standard is that all maneuvering <br />areas be paved. <br /> <br />Chairperson Nixt stated a reasonable timeline should be set for upgrading the dust collection <br />system, and suggested the owner work with the Staff in meeting the requirements. He advised <br />this be added as a condition in the granting of the conditional use permit. He also suggested the <br />business be required to maintain upgrades in technology. <br /> <br />Commissioner Reeve addressed the access issues and asked if 50 percent of the deliveries can be <br />required to be off Unity Avenue. <br /> <br />Mr. Thompson stated that could pose an issue with the neighbors on that side. He said they do <br />not expect an increase in traffic with the addition of a silo. This only aids in adding a second <br />product. He explained the same amount of powder is created from the raw materials of any kind <br />of concrete. The volume of that product will be the same no matter which silo it goes into. <br /> <br />Commissioner Reeve expressed his concern with the noise. He pointed out that in order for the <br />conditional use permit to be granted, the existing operation must be brought into compliance in <br />paving all maneuvering areas. <br /> <br />Mr. Thompson responded he will handle the issue of the truck that delivers the aggregate and <br />offered to rearrange the traffic flow to be more consistent. He said they did plan to pave in front <br />of the aggregate piles. <br /> <br />Motion by Chairperson Nixt, seconded by Commissioner Kociscak to recommend that City <br />Council adopt findings of fact favorable to the applicant relating to the request for a conditional <br />use permit to expand the ready-mix plant at 14141 Unity St. N.W. <br /> <br />Motion Carried. Voting Yes: Chairperson Nixt, Commissioners Kociscak, Brauer, and Reeve. <br />Voting No: None. Absent: Commissioners Johnson, Sweet, and Watson. <br /> <br />Motion by Chairperson Nixt, seconded by Commissioner Kociscak to recommend that City <br />Council approve the request for a conditional use permit to expand the ready-mix plant at 14141 <br />Unity Street N.W. based on the findings of fact, contingent upon receiving a variance to height <br />restrictions, and that they adopt a resolution declaring the terms of conditional use permit with <br />the following modifications: <br /> <br />Planning Commission/June 6, 2002 <br /> Page 5 of 15 <br /> <br /> <br />
