INTRODUCE ORDINANCE AMENDING <br />THE BUSINESS REGISTRATION ORDINANCE <br />Case of City of Ramsey <br /> By: Megan Wald, Associate Planner <br /> <br />Background: <br /> <br />In 2003 thc City Council established an ordinance requiring every business in the City of <br />Ramsey to obtain a Business Registration Certificate (BRC) in order to operate in the City. Staff <br />successfully issued approximately 322 Certificates for the year 2004 with little complication or <br />opposition. The intent of amending the current ordinance is simply to make the purpose section <br />clearer, add a definitions section, and generally clean up the ordinance. <br /> <br />The following is enclosed for your information: <br /> <br />1. Proposed Amended Business Registration Ordinance <br /> <br />Observations: <br /> <br />Staff attempted to structure the BRC ordinance similar to other licensing ordinances established <br />in City Code (i.e. motor vehicle sales and repair, garbage and refuse haulers, etc.). General <br />changes were made that are basically housekeeping items (i.e. grammar corrections, repeating <br />statements deleted) and the purpose section was reworded to hopefully provide a more clear and <br />concise statement. The definitions section was expanded to include: Application, Certificate, <br />Processing Time, and Term. A paragraph about when an application is due to the City and when <br />a person is in violation of the ordinance was also included. <br /> <br />Recommendation: <br /> <br />The content of the amended Business Registration Ordinance did not significantly change and <br />hopefully the changes make the ordinance more user-friendly. City staff recommends <br />introducing the amended Business Registration Certificate Ordinance. <br /> <br />Council Action: <br /> <br />Motion to introduce Ordinance # <br /> <br />amending the Business Registration Ordinance. <br /> <br />CC: 10.26.04 <br /> <br /> <br />
