REQUEST FOR AN INTERIM USE PERMIT TO ALLOW FOR THE OPERATION OF <br />A CHURCH IN THE E-1 EMPLOYMENT DISTRICT; <br /> CASE OF ST. KATHARINE DREXEL CATHOLIC COMMUNITY <br /> By: Patrick Trudgeon AICP, Assistant Community Development Director <br /> <br />Background: <br /> <br />The City has received an application for an Interim Use Permit from the St. Katharine Drexel <br />Catholic Community to allow for the operation of temporary church facility in an area zoned E-1 <br />Employment District. The temporary church facility will be in a multi-tenant building located at <br />6390 McKinley St. (Business Park 95 4!h Addition). The Applicant would like to be able to <br />utilize the space for offices and hold Mass as well as provide for other services from the building. <br /> <br />The following items, are enclosed for your information: <br /> <br />a) <br />b) <br /> <br />C) <br />d) <br />e) <br /> <br />Site location map <br />Letter from Rev. Jaroszeski, Pastor of St. Katharine Drexel Catholic <br />Church dated September 23, 2004. <br />Draft Planning Commission Meeting Minutes dated October 7, 2004 <br />Proposed Findings of Fact <br />Proposed Interim Use Permit <br /> <br />Notification: <br /> <br />State law requires notification to properties within 350 feet of the boundaries of the subject <br />property. Surrounding property owners were notified of the public hearing held by the Planning <br />Commission. <br /> <br />0 bservations: <br /> <br />The Applicant is proposing to utilize 13,440 square feet of the building located at 6390 <br />McKinley St. The Applicant is proposing to remodel the warehouse to have a worship area as <br />well as parish offices. It is the City's understanding that the Applicant is actively looking for <br />property in. Ramsey on which to construct a permanent facility. <br /> <br />The E-I Employment Zoning District does not expressly permit churches or other places of <br />worship. The E-I Employment Zoning District does allow for offices as a permitted use. The <br />Applicant has asked tbr at least a three-year Interim Use Permit to allow for the operation of a <br />church in the E-I Zoning District. City Code states that an Interim Use Permit can be granted up <br />to a maximum of five years, it is StafFs and the Planning Commission's feeling that the City <br />Council allow l"or the Interim Use Permit to be granted for a total of five years. Allowing for the <br />Interim Use Permit to be in effect for the full five years will allow the Applicant to have the <br />needed flexibility in securing the property and constructing a permanent facility. <br /> <br /> <br />
