I <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />! <br /> <br />Mr. Wayne Jefferies, the Manager of the Ramsey Drug, stated that as a <br />businessman and resident of Ramsey he was interested in this item as they <br />were denied an attempt to locate at the same intersection. <br /> <br />Mr. Jefferies had the following statement verbatim: <br /> <br />"The Ramsey Council historically turned down: (In past 3 years) <br /> <br />- Ramsey Clinic <br />- Dental Clinic <br />- Liquor Store <br />- Beauty Shop <br />- Gas Station <br /> <br />P).ann~ng & Zoning proposed things have changed. Have they really: Develop- <br />ment and new construction has beeh at a virtual standstill. Certainly not <br />out of space for business and commercial development within currently zoned <br />and p].anned for areas. Two years is not an adequate amount of time to assess <br />the appropritateness of a zoning plan. <br /> <br />Heard position that City has attempted to encourage development south of <br />153rd in the areas which are currently zoned for business and commercial <br />and that this attempt has been unsuccessful. Might the reason be the gen- <br />eral, overall lack of growth and development. Population growth will en- <br />courage retail and commercial development in an orderly fashion as long as <br />there is a comprehensive zoning plan. Obviously, the City Council had some <br />valid reasons for zoning the City as they did. I find it incomprehensible <br />that these reasons have evaporated in just two years time. <br /> <br />If there are no good reasons for not rezoning that area, then perhaps you <br />can explain why we were denied the opportunity to build at the same location. <br />Perhaps you can explain it to the other Ramsey residents sho sought rezoning <br />of various parcels of land at the intersection in questions. <br /> <br />Should you not treat rezoning requests with careful attentiveness and ex- <br />treme thoroughness while examining the long term implications of such a <br />change. You certainly should consider the possible consequences over a <br />longer period of time. Let's consider three things: <br /> <br />1) Potential effects to those who have built or bought land <br />based upon the zoning. <br /> <br />2) Sewer and water implications. <br /> <br />3) Impact on development which has already occurred. <br /> <br />First consider the potential effects to those who have already built or <br />bought based on the good faith of what the zoning was in their area. <br /> <br />Once the land is rezoned, control is lost by the City as to how it is <br />developed, as long as zoning is met.
