Is <br />it fair to those people who live in the area? <br /> <br />Secondly, let us look at the sewer and water implications. Certainly, <br />these problems are a few years away from us yet but they also should be <br />addressed. Sewer and water are coming through Dunham Oaks and the Brom <br />Addition next year. That's knocking on the door of Ramsey. The more <br />development, the more the demand and the sooner it will be needed, es- <br />pecially if problems are encountered regarding the loss of control once <br />the rezoning occurs. What if you get some high water use tenants, or <br />tenants with possible pollution problems'such as gas stations and res- <br />taurants which meet B-1 criteria. <br /> <br />It has already been noted that the area has high water table. How are you <br />going to reconcile this with local residents if problems develop? <br /> <br />Consider the costs to the residents along the path of the sewer system as <br />i.t branches out to fill capacity. One of my employees was assessed $8,500 <br />for a lot in the Brom Addition. Consider her lot size to that of yours. <br /> <br />I predict many hostile residents if sewer and water is deemed necessary to <br />serve a development past the area that the City originally designated. <br /> <br />Impact on development, which has already occurred. We have followed in <br />good faith, the City's plan for Ramsey. We have had enough faith and con- <br />fidence in the future of Ramsey to invest heavily in terms of time, effort <br />and money in order to provide the goods and services that we do to the com- <br />munity. What can you say to those of us who had the courage to be the first <br />development in your own designated zone? Can you say to us "Too Bad, it <br />seemed like a good idea, better luck next time." I don't know about you, <br />but I don't get a next time. Should you not be encouraging the shopping <br />center or golf course to be locating in some of the areas already with the <br />proper zoning. The City's priority should be encourage, if not force, the <br />business and commercial development into the areas which they were originally <br />planned. Then we would be working on enhancing the business and shopping <br />climate in Ramsey, rather than fragmenting it. <br /> <br />I think you owe it to yourselves, to the present and future residents of <br />Ramsey, to the future City Councils and Mayors of Ramsey, and certainly to <br />those of us who could be adversely affected, to analyze, investigate, dis- <br />cuss and consider very carefully any zoning changes, especially those of <br />such magnitude as those being proposed tonight, and to postpone such de- <br />cisions until all the questions, issues and impacts have been fully re- <br />searched and discussed. <br /> <br />Mr. Art Braun of the Coon Rapids Clinic stated that Ramsey has had a fair <br />and consistent policy and there is room for this shopping complex in an <br />already zoned B-1 area. <br /> <br />Councilmember Cox stated he had also talked to property owners in the south- <br />east corner of Ramsey and they are waiting for the bridge crossing before <br />developing their area.
