The blacktop parking <br />lot proposed at this shopping center will cause serious storm sewage prob- <br />lems. Once you rezone you lose control. Ail they are doing is moving <br />across the street and there is no compelling reason plus you increase costs <br />with storm sewer which would affect residents of that area. The reason <br />business hasn't moved in your present B-1 area is because of the economic <br />slump. <br /> <br />City Attorney Goodrich advised that the Council has the following options: <br /> <br />1) Adopt ordinance permitting the requested zoning <br />2) Additional public hearings <br />3) Authorize staff to draft findings of fact for latter <br /> formal action <br />4) Acquire professional planner-type input prior to making <br /> a final decision <br /> <br />City Attorney Goodrich stated the Council has 45 days after the public hear- <br />ing to act. If they go beyond that date, the request is automatically <br />approved. City Attorney goodrich asked Robert Muller if he would waive <br />this right. <br /> <br />Robert Muller stated he would waive the 45 day time limit, but he also <br />would not like this decision to run over too long a span of time. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Sorteberg, author- <br />izing staff to compile all present data and any new data into a new Findings <br />of Fact to be reviewed at the first meeting of the Ramsey City Council in <br />December. <br /> <br />Motion carried. Voting yes Mayor Gamec, Councilmembers Van Wagner, Sorteberg, <br />Reimann and Cox. Voting no None. <br /> <br />Case #5 - Mr. Wes Bulen's Request to Rezone his property from R-1 to B-1 <br /> <br />For a Golf Course: <br /> <br />Building Official Berg stated that PUD was recommended by Planning and <br />Zoning Commissionmember Art Dunn because the PUD would tie the entire <br />property into one contract. <br /> <br />City Administrator Schnelle said that if you go PUD you have to designate <br />various areas and if you create a special zoning you can specifically <br />itemize what is approved to go in there. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Van Wagner to <br />authorize staff to draw up a new Findings of Fact and Council consider <br />going to a PUD as opposed to a special zoning. <br /> <br />Motion carried. Voting yes Mayor Gamec, Councilmembers Van Wagner, Sorteberg, <br />Reimann and Cox. Voting no None. <br /> <br />C/October 27, 1981 <br />Page 13 <br /> <br /> <br />
