I

I
I
I
I
I
I
I
I
I
I
i
I
I
I
I

I

Co~nnissioner Schneider asked Ms. Andreason if it would be a financial
burden to her if the Conditional Use Permit were approved, neighbors
started complaining and her permit was revoked.

Ms. Andreason replied it would because her inventory would be up and
she will be requiring a second phone.

Chairman Peterson read the Findings of Fact out loud.

Ms. Andreason informed Commission that her ovens in the trailer operate
on propane gas.

Commissioner West states that if Conditional Use Permit is granted, it
should be for 6 months at a time.

Commissioner Schneider informed Ms. Andreason that anohter public hearing
would not be required after the first 6-month period expired unless there
have been complaints made.

Chairman Peterson - Cannot see how hours of operation can be limited.
t~ow can we know if Karol is out late at night on personal business or
pizza delivery related business?

Ms. Andreason - Commission must realize that pizzas will be delivered in
multiples. ~erefore, if I stop taking orders at 2:00 A.M., there will
not be that many more deliveries after that hour.

Mrs. Schneider - Winter traffic noise is muffled by closed windows and
doors.

Mr. Fenneck - 5500 164th Lane N.W. - I appreciate Ms. Andreason's straight
forward approach to this matter, especially when you consider all the
people in Ramsey who are essentially running a business from their home
without the proper permits.

Motion by Commissioner Deemer and seconded by Commissioner Schneider to
approve the first four sections of the Findings of Fact as amended below.

a)

Change Item #1 to read - That the applicant has properly applied
for a conditional use permit as required by Ordinance to operate
and maintain a concession stand to prepare pizza and provide
soda beverages.

Change Item #3-d to read - There should be minimal adverse effect
to traffic flow in the area since only one vehicle will be used
for deliveries.

Motion carried. Voting Yes: Chairman Peterson, Commissioners Dunn,
Deemer, West and Schneider. Voting No: None.

Charles Klein - 5551 164th Lane NoW. - Commission is reenforcing to
yourselves that this is an uncontrollable situation.

Co~nissioner Dunn - Agrees with Mr. Klein. Commission has been dis~.ussing
conditions of this permit for over one hour° How can you control this
situation?

P & Z/November 3, 1981
Page 3
