CASE #4:

Your action in this matter should only be that you note the receiving of this
report.

ACQUISITION OF ADDITIONAL LAND ADJACENT TO CITY HALL:

'1
I
I
!

The City Council, on several occassions in the past, has discussed the possi-
bilities of purchasing additional properties adjacent to City Hall. A
committee of two Councilmembers (Reimann and Sorteberg) were appointed to
investigate the possibilities and report back to the City Council.

At their request, the Building Official prepared several alternate proposals
on how this could be handled along with an evaluation of each proposal.. This
was submitted to the Committee for their review.

Subsequent to this, we have learned that the contract holders on the property
have filed a notice to terminate the contract for deed and we feel the time
may be right to approach Dr. Morce about a purchase.

I
I
I
I
I
I
!

CASE #5:

Enclosure (D2-b) contains a copy of the Building Official's evaluation and
report as submitted to the Land Committee and maps of proposed alternates.

Your action will be to either table this matter or direct Staff to procede
with attempting to purchase property as outlined in one of the alternates~

ZONING VIOLATION REGARDING UNLICENSED VEHICLES:

The zoning violation that we are currently being plagued with is the unlicensed
cars. Consequently, I am having pictures taken of the more serious violators,

Enclosure (D2-c) contains the following documentation for your review on this
case:

a)

Excerpt of City Code, Paragraph 170.014B, Subparagraph 4, Accessory
Uses - Subparagraph 4 explicitly states that an individual may not
have more than one unlicensed vehicle on his property.

b)

Letter from Mr. Glen Semanko dated May 7, 1982 complaining about
the City allowing the violation of the~Ci%y Code. Mr. Semanko is
very concerned about the City allowing this Code violation to con-.
tinue.

I
I
I
I

c) Other Violators - We are having photos taken on the other violators
in regards to this case which will be available at the meeting.

Comments - In reference to the above Ordinance, City Staff does not have a
problem with understanding the meaning of it. However, we do feel we need
to know what the Council's position is on the enforcement of City Code,
Paragraph 170.014B, Subparagraph 4 which addresses unlicensed vehicles in
the City of Ramsey.

The reason for this hesitancy is the Welsch case which we brought before City
Council a year or so ago after receiving complaints from neighbors. ~. Welsch's
residence is a r~ally flagrant violation of the City Code as it looks like an
auto salvage yard.
