I I CASE #8: CASE #9: LOCAL DEVELOPMENT CORPORATION: Council, at their March 1, 1982 special Council meeting, deferred taking action on creating a Local Development Corporation until it had been re- viewed by the Ramsey Economic Development Commission. Accordingly, it was referred to the EDC for their meeting of March 10, 1982 and after thorough review, the EDC, at their meeting of May 12, 1982, recommended that the Council create a Local Development Corporation. Please refer to enclosure (B-4) for the minutes of this meeting. Your 'aCtion will be to approve/disapprove of creating a Local Development Corpora%ion. Accordingly, I will have a memo for your review at the meeting in regards to what all we will need to do if the Council approves of the creating of a Local Development Corporation. Also, I would like to make a verbal comment in regards to the Local Develop- ment Corporation. ADOPTION OF COUNCIL RESOLUTION TO REDUCE LOT ASSESSMENT IN DEERWOOD ADDITION: I I I I I CASE #10: The owner of Lot 1, Block 4 of Deerwood Addition was present at your public hearing of May 17, 1982 to protest their proposed assessment. Their drive- way enters onto County Road #63 and not onto Gibbon Street which is to be improved and assessed. The Cities' assessment policy has been to assess only a half unit when a property abuts a street to be improved but access is to another street. Accordingly, ResOlution #82- will be available for your review and action at the meeting. Your action in this matter should be as follows: Motion by and seconded by to adopt Resolution #82- to delete a half assessment from Lot 1, Block 4, Deerwood Addition. (Please refer to resolution file for Resolution #82- .) Motion carried. Voting yes Voting no ADOPTION OF COUNCIL RESOLUTION TO ADD ONE ASSESSMENT UNIT IN DEERWOOD ADDITION: It was brought to our attention at the public hearing of May 17, 1982 that Plat 89204, Parcel 3600 located on the east end of 177th Avenue NW in Deerwood, was not included in the proposed assessment area and was therefore not noti- fied of the hearing. However, the property does benefit from the improvement. The owner of this parcel is Evelyn Birchem of 8801 - 177th Avenue NW and it is our intention to notify her of the pending assessment by registered letter attaching a copy of Resolution #82- which will be available at the meeting for your review and action. Your action in this matter should be as follows: Motion by and seconded by to adopt Resolution #82- and to notify the owner by registered letter of the pending assessment and a copy of said Resolution #82- shall be included with the letter.
