An effort
was made to not take properties that are readily developable (i.e. adjacent
to 153rd Avenue) but rather interior properties that should be of lesser value
because of the development costs. Those interior properties would also better
serve the needs of the City.

Please note that a proposed right-of-way is shown to 153rd Avenue for each
alternate as I feel this is essential.

The following are my opinions of the alternates:

Alternate #1

Provided that funding can be attained, it would be my recommendation that this
alternate be the first choice. It attaches well to the existing City Hall
property, does not landlock anyone, does not take any prime land adjacent to
153rd Avenue and would be adequately sized to serve the needs of the City in
~he foreseeable future.

A/ternate #2

Alternate #2, wif~ the exception of being smaller, would have the same char-
acteristics as Alternate #1. However, even though this amount of property
would probably adequately serve the City for years, I think that ultimately,
it would prove to be inadequately sized.
