Councilman Cox said that it definitely needs to be a community effort, not just
the City Council and Economic Development Commission.

Commissioner Sentryz feels that we would basically pay Mr. Klein for putting the
package together. Do we want this? Is it worth the money? That is the question.

Councilman Cox said that we could ask for an hourly basis not to exceed $1,000.

Mayor Gamec told the Commission that Mr. Klein has worked with St. Francis and
Burns and is very knowledgeable in this area.

Commissioner Miller gave the Commission copies of an article from Minnesota's
Business entitled "Montevideo Becomes Minnesota's First Star City for Economic
Development"

This was briefly discussed.

Chairman Greenberg said that he was under the impression at a previous meeting
that the reason for an LDC is to bring in industry and help the small business.
Could funds be used for helping him get started, such as a loan?

Mayor Gamec stated that this would be possible. The Commission would work with
businesses that needed money for expansion, starting, etc. We would also work
with them as far as assessments are concerned.

Commissioner Schmidt asked the Commission to refer to enclosure (D2-b) which is
a fact sheet on the Local Development Company "503" Program.

City Administrator Schnelle stated that he had also been informed that the "503"
Program really requires quite a bit of expertise as compared to the "502" Program.

Commissioner Schmidt stated you can go through SBA on a four community basis.
There is a natural emphasis ion Anoka, Andover and Ramsey.

Commissioner Sentryz asked if the "502" Program is out completely.

I

I

Commissioner Schmidt - yes.

A discussion followed regarding the "502" and "503" Programs.

Chairman Greenberg asked if the Commission was ready to make a decision.
that we should have a Local Development Corporation.

He feels

I

Motion by Commissioner Menkveld and seconded by Commissioner Schmidt to direct
Council to support the development of a Local Development Corporation and the
utilization of Mr. Steve Klein in this capacity.

Motion carried. Voting yes: Commissioner Menkveld, Schmidt, Greenberg, Muller,
Miller, Sentryz and Fults. Voting no: None.

Mayor Gamec reminded the Commission of the June 5th open house and that we may
want to let the citizens know that we have an Economic Development Commission in
the City of Ramsey.

EDC/May 12, 1982
