P & 2; -2- 9/5/78 PLAMNING & ZONING City of Ramsey County of Anoka State of Minnesota A regular meeting of the Ramsay City Planning & Zoning Commission was held on September 5, 1978 at Ramsay City Hall, 15153 Nowthen Boulevard. Meeting was called to order by Chairman Ken Paterson at 7:35 with the following in attendance: Kenneth Paterson Gerald Zimmerman Bradley Bodle A1 Sorteberg Arthur Dunn Also present: Kathy Schneider Ronald West Lloyd Schnelle, Adm'. Motion by A1Sorteberg, seconded by Art Dunn to approve the minutes of August 7, 1978 with the follov&ng correction: Item #4 - location of property to read NOrtheast corner of 167th & #47. Motion c~rried 6-0. Brad Bodle abstained. Motion by Art Dunn~ seconded by Gerry Zimmerman to approve the minutes of August 21, 1978 with the following correction: Item #~ - location of property to read N.~. Corner of 167th & #47. Motion carried 4-0. Ron West, A1Sorteberg, & Brad Bodle abstained. Ibem }.. Rezoning reouest- Phillio Kerssen. Mr. Kerssen was present to request rezoning of his property at 14765 Nowthen Blvd. Ken Peterson asked Mr. Kerssen if he felt the P & Z conditional use permit stipulations were too resbrictive, and Kerssen stated that he felt that if he h~dn't accepted them at the time, he wouldn't get anything~ but that he was wiser now and wanted rezoning. Mr. Kerssen explained that he hopes to someday sell the property and with only a C.U.P. he would only be able to sell R-1 property. It was explained to Mr. Kerssen that if the proerty were rezoned and then sold the new buyer would still need a C.U.P. to operate the present type of activities. Brad Bodle asked Mr. Kerssen if he understood that if tbs rezoning does go through, and he comes back for the new C.U.P., that most likely the stioulations would be just as restrictive? Mr. Kerssen stated that he would take c,re of that after the rezoning. Mr. Kerssen pointed out Mobile and all the items they have on display. It was pointed out to him that Mobile is not located in the same type of neighborhood. Ken Paterson asked Mr. Kerssen if he considered purchasing land in an area already zoned for these activities? Mr. Kerssen explained that he had thought of using the land for something such as an eating estab- lishment in the future. Motion by Art Dunn~ seconded by Ron West to recommend to the City Council to allow rezoning of the Phillip Kerssen property at 14765 Nowthen Blvd. From UR to UMB based on the following facts: 1.) There is other UMB property on tr5 2.) Co. Rd. 5 is a major thoroughfare in the City. 3.) Property is bordered and adjacant to other land zoned UMB. Motion carried 7-0. Item 2. Public Hesrin~- Louis LanFos request for C.U.P. Louis L¢ngos was present requesting a conditional use permit to have a commercial artists business at his residence of 16926 Bison Street N.W. Ron West asked if customers would ~e coming to the home and Mr. Langos explained that he would have them both coming to his home and he would be going out to contact them. Other traffic would include printers ~ickin~ uv orders~ and delivery of supplies. Mr. Langos explained that he hoped to ztart here and eventually move into an office.
