enough people in the area and this will provide that. He stated he wants to understand what the
Commission means by buffering and he takes the Commission's concerns with density seriously.

Chairperson Nixt deferred to staff to give some insight into buffering. He stated he did .like the
initial design by providing access to the wetlands. He stated the plan was laid out to maximize
all available space.

Mr. Trudgeon asked if there were any comments regarding the access from the plat onto 149th.
He stated 149th Avenue is a road used by existing residents on larger lots to the north.

Commissioner Johnson stated he thought the plan looked good and was curious if the road
connection with 149th Avenue matched up with Peridot Street. He stated there are long lots
(Pineview Estates 2na Addition) that someday might resubdivide and asked if it makes sense to
provide for a future road extension that would provide access to the south half of these lots.

Mr. Trudgeon stated there may be a possibility of providing access to the south part of Pineview
Estates 2nd from the northwest portion of Brightkeys plan. Commissioner Johnson responded
that there may be possibilities for a connection into the southeast portion of Pineview 2nd.

Commissioner Watson asked if the property south of the development was designated entirely for
the Town Center.

Mr. Trudgeon stated it is split into Mixed Use and Industrial use land. It all depends on what the
Town Center is used for.

Commissioner Watson asked about the raised medians at the entrance to the development from
County Road #116.

Mr. Trudgeon stated the use of raised medians are discouraged by the City because there are
problems with snow plowing and maintenance in the future.

Mr. Phil Dommer stated the island or raised median makes a statement about a project;
Brightkeys uses roundabout traffic circles also. He asked the Commission to reconsider this and
stated it is an ideal location for it.

Motion by Commissioner Johnson, seconded by Commissioner Reeve, to recommend that City
Council approve the sketch plan of Town Center North contingent upon compliance with City
Staff review letter dated August 20, 2002 and noting that the actual number of units is subject to
change.

Chairperson NiXt noted a request for a variance to the 600 foot length restriction on dead end
streets will be required.

Phil Dommer stated they would like to shorten the road and provide a temporary cul-de-sac.

Planning Commission/August 29, 2002
