Motion by Commissioner Johnson, seconded by Commissioner Kociscak, to recommend that
City Council grant a one-year extension to Verizon Wireless for the initiation of the conditional
use approved for the construction and operation of a cellular antenna on the City's water tower.

Motion Carried. Voting Yes: Commissioners Johnson, Kociscak, Reeve, and Watson. Voting
No: None. Abstained: Chairperson Nixt. Absent: Commissioner Brauer.

Chairperson Nixt returned to his position on the Planning Commission.

Case #8:

Request for Sketch Plan Review of Town Center North; Case of Brightkeys
Building and Development

Principal Planner Trudgeon explained that Brightkeys Development Corporation has applied for
sketch plan review of a townhome development to plat 274 townhome units. The property is
located at the northwest corner of County Road 56 (Ramsey Boulevard) and County Road 116
(Industry Boulevard). The subject property is approximately 43.05 acres in size and is located in
the R-2 Residential District. The gross density of the proposed development is 6.13 units per
acre. Wetland acreage will need to be deducted in order to calculate the net density. The
maximum net density established in the R-2 District is 7 units per acre. The majority of the
townhome units will front onto private streets, which will outlet onto a public street, which will
provide access to County Road 116 and 149th Ave. NW. Staff is recommending an additional
access from the north be provided to the lot located on the northwest comer of County Road 56
and County Road 116. While it appears the development meets these specifications, detailed
calculations must be provided at preliminary plat submittal including the location of the required
common area. Since the development abuts a large-lot R-1 Single Family development to the
north, some type of density transition will be required. The project is subject to the review and
permitting process of the Lower Rum River Watershed Management Organization (WMO). The
Park and Recreation Commission will review the sketch plan for recommendations on park
dedication and trail alignment through the development. City Staff recommends sketch plan
approval contingent upon compliance with City Staff Review Letter dated August 20, 2002. It is
noted that the outcome of all of the reviews may impact the actual number of townhome units on
the subject property. Therefore, Staff is stating the general plat design is acceptable but is not
committing to any specific number of units at this time.

Commissioner Kociscak recused himself from this case.

Mr. Phil Dommer of Brightkeys stated he wanted to outline the principals they used in getting to
this point, share the home types on the property and listen to the Commission. The plan itself
offers density buffering and they pulled the units as far south as they could in working with the
wetland area. He stated they believe in amenity destinations, which means that they do not hide
amenities behind the units. He stated everyone coming into the development would benefit from
the wetlands. He stated they would build trails and make sure they connect to the new Town
Center. He stated they would be meeting something the community is asking for and serve both
ends of the market. One concern from the City with building the Town Center is if there are

Planning Commission/August 29, 2002
