Mr. Jankowski showed the Commission the proposed alignment on a map.

Ms. Olsen stated she had the largest easement out of all the lots. She stated it is 175 feet from
the walking path in to her property. She stated this is a substantial amount of the property and
her lot is almost a full acre. She stated she paid extra for it being a wooded lot and many of the
trees are on the back area of the lot. She stated right now she has privacy with the trees and if the
trees are uprooted, it would take years to get back the privacy.

Chairperson Nixt asked if the trunk could be aligned on the east side of the trail.

Mr. Jankowski stated that was an alternative but would result in more substantial tree loss. Large
oaks are not going to be lost because they are outside of the utility easement area.

Mr. Jankowski stated this was true. Mr. Jankowski stated the developer would need to get
various permits from different agencies and one of the requirements placed by the DNR is the
condition in which the wetland would be restored. He stated they would take the top layer of the
soil, save it, do the construction, and then put the top layer back on at the same elevation it was
previously.

Ms. Deb Kuechle, 15345 Sunfish Lake Boulevard, stated she sent a letter and is a master
gardener. She stated that the tree roots extend beyond the crown of the tree and there probably
will be tree loss.

Ms. Kuechle stated she wrote a letter regarding her property. She stated there is a proposed City
road that stubs into her property and she wants to know the reasons for planning a road there.

Mr. Jankowski stated the sole reason is for future access to the property for future development.
Mr. Jankowski stated they could make this an outlot with a provision that the outlot would be
given to the City upon development.

Chairperson Nixt stated they would not be forced to connect to the City sewer or water. If
interested, she could check with the residents to see if any one else is interested in being
connected to help cover the cost.

Mr. Bob Steur, 15251 Sodium Street, reiterated his concerns and requested the application be
tabled. He stated he is opposed to it being a townhome development instead of a single-family
development. He wanted an explanation as to why they are building multi-family units in the
area when all other houses are single family.

Mr. Trudgeon stated six years ago the City discussed this and went through a process of looking
at the land use designation. He stated it was passed by the City Council to change this to
medium density and change from R-1 to R-2.

Mr. Steur stated he was against the townhomes going in.

Planning Commission/August 29, 2002
