Mr. Dave King, 15410 Nowthen Blvd. N.W., stated this trunk line was mapped out years ago.
He stated there are easements in place to accommodate this as well. He stated that whether or
not the development gets approved, the sewer system would be going in.

Chairperson Nixt stated the intent of planning was to move the trunk line north and the
development facilitated this movement. He noted that economics dictate how the City is
developed.

Mr. King stated he wanted to make sure his land was not condemned sometime down the road
because of the sanitary sewer line going in.

Ms. Vicki Stall 15532 Nowthen Boulevard, stated she is not in the division at this point but will
be. She stated she has lived in Ramsey for twenty years and a lot of trees were taken out and the
wetland was ruined when the Fox Knoll Development went in. She stated that she does not feel
that this subdivision would have a real impact on the Fox Knoll subdivision. She stated she is in
favor of the project.

Ms. Bernice Carda, 15325 Sunfish Boulevard, stated her concern besides the development is the
traffic this would produce. She asked if the speed limit would change because of the traffic.

Mr. Jankowski stated he did not think they would change the speed limit because of this. He
stated they did not do a traffic impact study on this.

Mr. John Compton, 15281 Sodium Street, stated the sewer line going in would affect his oak
tree. The shrubs are a noise barrier for him and his neighbors against the traffic. He stated he
lives there with the trees in the backyard to protect him from the noise. He stated he has seen
deer, turtles, and other wildlife and after they dig up the wetland, the wildlife would probably not
come back.

Mr. Will Thompson, 15428 Nowthen Boulevard, stated the increase in density is out of context
for the area and sort of an intrusion.

Mr. Jeff Bridwell, 6101 Alpine Drive, stated he has ten acres of land next to the development and
has concerns with the impact to him and the neighboring area. He stated in the original plan
there is a stub road leading up to his property and he does not need it there. He stated the road
system with the outlet onto 153rd Avenue is cutting down to get to the road and the road is
impacting part of his land. Mr. Bridwell stated the wetland would be impacted because the road
water will drain into it. He stated his concern is with the change in grade between his parcel and
the proposed access onto Alpine. He stated that the sixteen townhomes and twenty duplexes
brings about a huge disparity and this development lacks foresight in planning.

Chairperson Nixt asked if his property was zoned R-2.

Mr. Bridwell stated it was.

Planning Commission/August 29, 2002
