Mi'. Jacobson reviewed the lighting diagram. He explained the 12-foot poles and 14-foot poles
will have 70 watt lighting, and the 24-foot poles will have 100 watt lighting. He reviewed
streetscape plans. He noted he has heard discussions of red scoring at the crosswalks. He
advised he has not seen red coloring hold up over time, as it tums to pink and ends up looking
like a mistake over time. He would recommend charcoal coloring in the crosswalk area.

Tim consensus of the Council was to approve of charcoal coloring in the crosswalk area.

Mr. Jacobson reviewed the interim streetscape plan, which consisted of:
· A five-foot walkway on the north side of Sunwood Drive.
· The light poles are currently being discussed.
· hnaging system.
· Electrical is beingrun.
· Four 4-inch conduits parallel to Sunwood Drive.

Councihnember Elvig inquired if the planters are flush to the ground, as this will relate to
snowplowing issues.

Mr. Jacobson indicated the planters will be flush, but there will be a short rail around them to
avoid people trampling on them. He noted there will be some tilting of the pavement to get some
water flowing into the plants. He noted they recommend four-foot benches, which will be easy
to ll]OVC.

Councilmcmber Elvig commented he likes the lights that look more old-world, such as the lights
on CR 242 going over Highway 10. However, Mr. Jacobson has convinced him on the thought
process, and less is more with this. He likes what he is seeing with these plans.

Councihnember Kurak expressed concern that things look sterile. She questioned what will be
inviting to people.

Mi'. Jacobson replied the buildings, people, activity, and the signature parks will be inviting to
people. The plantings will also be glorious. He stated there will be warmth in the pavements,
tim scoring patterns on the streets, the plantings, and the crosswalks. He noted 24-foot poles are
also being recommended in the parking lots. He indicated he would like to give direction
regarding the interim streetscape plan tomorrow.

The consensus of the Council was to direct staff to work with the developer to draft language for
Case #5 on the agenda of the City Council meeting that will approve the concepts outlined to the
Council during this worksession.

MAYOR AND COUNCIL

Nolle.

City Council Work Session/August 24, 2004
Page 2 of 3
