Mayor Gamec questioned if these bills would be something that was missed at the closing with <br />the sale of the house. <br /> <br />Finance Officer Lund replied certification searches from the City state to contact Connexus <br />Energy to find out if there is an outstanding balance. Not all closers contact Connexus regarding <br />utility bills. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Pearson, to adopt Resolution <br />#04-09-283 Adopting Assessments for Past Due Charges on Municipal Utility Bills (Which may <br />include water, sewer, street, lighting, recycling, storm water charges and penalties incurred) and <br />Current Services Rendered). <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Pearson, Cook, Kurak, <br />Strommcn, and Zimmerman. Voting No: None. <br /> <br />Case#2: Public Hearing and Levy of Special Assessments for the 2004 Street <br /> Maintenance Program <br /> <br />Public Hearine <br /> <br />Mayor Gamec called the public hearing to order at 7:18 p.m. <br /> <br />Presentation <br /> <br />City Engineer Jankowski indicated the 2004 Street Maintenance Program consists of fourteen <br />individual projects covering 20.89 miles of street. Twelve of these projects consist of <br />crackfilling followed by sealcoating of the roadway. Two projects consist of providing a one and <br />one half inch bituminous overlay of the existing pavement. All projects have been substantially <br />completed and the final costs have been determined. It is City policy to assess 50 percent of the <br />project cost to the benefited property owners, while the remaining half is financed through City <br />general fimds. The assessments proposed on each project compare quite closely to the cost <br />estimates in February. <br /> <br />Mayor Gamec noted for the record the City received a letter from the property owner regarding <br />Project #04-03 expressing concern that this is an extra cost not covered in the City taxes. They <br />have just recently refinanced their house that they have lived in the City for a number of years <br />and have never received a bill for sealcoating. <br /> <br />City Engineer Jankowski replied this street was overlaid in 1998 and this project is a sealcoat of <br />the overlay. The property owners would have been assessed in 1998 for the overlay.
