Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Zimmerman, Elvig, Kurak,
Pearson, and Strommen. Voting No: None.

Case #3: Report from Personnel Committee

1) Authorization to Recruit for a Patrol Officer

lluman Resources Manager Reed indicated the Police Chief has expressed a need for an
additional patrol officer for 2004. Staff is recommending this position be brought on earlier than
the 2005 budget. This position would be funded by the general fund for the remainder of the
2004 budget year. The Personnel Committee reviewed this request and recommended that the
City Council grant authorization to begin the recruitment process for a patrol officer.

2) Authorization to Recruit for a Human Resources Technician

Human Resources Manager Reed explained the Administration Department has expressed a need
to hire a fitll-time regular Human Resources Technician. The need for this position is based on
the increased workload in the Human Resources Division. The Human Resources Technician
would serve as support staff for the Human Resources Manager. Staff is requesting authorization
to begin recruitment for this position immediately in order to have the position on board by the
beginning of December 2004. The impetus for bringing the position on staff early is to create a
transitional period that will prepare the Human Resources Technician to oversee human
resources £unctions while the Human Resources Manager is on leave. It is anticipated that the
Human Resources Manager's leave will begin in early January 2005. The Human Resources
Technician will be funded by the general fund for the remainder of the 2004 budget year. The
Personnel Committee reviewed this request and recommended that the City Council grant
authorization to begin the recruitment process for a Human Resources Technician.

3) Authorizatiou to Begin Recruitment for a Full-Time Temporary Permit Technician

}tuman Resources Manager Reed explained the City currently has one full-time regular Permit
Technician who is responsible for reviewing and processing permit applications, perfo~ning
skilled clerical work, calculating and collecting fees, preparing reports as necessary, and data and
records management. In February 2005, the City's Permit Technician will be taking leave for
three months. This will require a temporary replacement as the Permit Technician's role is very
important to the daily operations of the Building Division. Staff is requesting authorization to
begin recruitment for a full-time temporary replacement for the Permit Technician. As a
temporary position, this replacement position will be on staff for a period not to exceed six
months. It is anticipated that the replacement position will be brought on approximately one
month before the Permit Technician goes on leave and will remain for approximately two weeks
upon the return of the Permit Technician. This will promote smooth transitions at the beginning
and end of the leave period. The full-time temporary position will be funded with building
pem~it revenue overages for 2004. The Personnel Committee reviewed this request and

City Council/September 28, 2004
