The last
two items regarding the RTC Master Agreement and RTC Park Agreement will be discussed
later in the agenda.

1.) Amendment of the 2004 Schedule of Rates, Fees and Charges

Finance Officer Lund explained this case is to bring back the water and sewer trunk fees, which
were previously adopted in January of 2004, amended on August 10, 2004, and amended again
on September 13, 2004. The increase in rates on August l0th were due to a sewer and water
study done by a consulting firm of the City. A developer came forward with concerns due to the
large increase and the Council then amended the rates to a graduated increase, beginning at 25%
of the total increase amount. After reviewing the water study it was determined it would be best
to amend the rates back to the 2004 January 1st adopted rates. Any determined increases will be
brought forward in October for adoption on January 1, 2005. The recommendation tonight is to
re-amend the rates for sewer and water trunk charges back to the January 2004 adopted rates of
water at $1,327/unit and sewer at $596/unit.

Motion by Councihnember Cook, seconded by Councilmember Elvig, to ratify the
recommendation of the Finance Committee and adopt Resolution #04-09-300 Amending the
2004 Schedule of Rtes, Fees and Charges to include the following:
Water Trunk Charge $1,327/unit
Sewer Trunk Charge $596/unit

Motion can:led.
