Motion by Councilmember Cook, seconded by Councilmember Elvig, to amend the <br />Development Agreement with the Village of Sunfish Lake 2nd Addition, item number 9, sewer <br />and water trunk charges to the 2004 adopted rates as follows: <br /> Water Trunk Charge $1,327/unit <br /> Sewer Trtmk Charge $596/unit. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Elvig, Kurak, Pearson, <br />Strommen, and Zimmerman. Voting No: None. <br /> <br />2) <br /> <br />Consider Proposal from Hoisington Koegler Group, Inc. to Draft a Wetland <br />Protection Ordinance for the City of Ramsey <br /> <br />Councihnember Eivig reported the Environmental Policy Task Force met the other evening and <br />would l i ke to hire a consultant to assist in the development of a wetland protection ordinance for <br />Ramscy. Thc funds would be taken from the Landfill Tipping Fund, which has a balance of <br />approximately $100,000. Environmental expenses are a legitimate use of this fund. The <br />recommendation of the Finance Committee was that the City Council authorize the transfer of <br />$16,000.00 fi;om the Landfill Tipping Fund to the General Fund to engage the services of <br />Hoisington Koegler Group for the purpose of developing a wetland protection ordinance. <br /> <br />Motion by Councihnember Elvig, seconded by Councilmember Strommen, to ratify the <br />recommendation of the Finance Committee and adopt Resolution #04-10-301 authorizing the <br />transfer of $16,000.00 from the Landfill Tipping Fund to the General Fund to engage the services <br />o f H oi s ington Koegler Group for the purpose of developing a wetland protection ordinance. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Strommen, Cook, Kurak, <br />Pearson, and Zimmerman. Voting No: None. <br /> <br />Case #5: <br /> <br />Consider Introduction of Ordinance to Amend Public Nuisance Section of <br />City Code <br /> <br />City Attorney Goodrich advised in July of this year Section 5.08 of the City Code titled Public <br />Nuisance was amended. That amendment contained incorrect references to certain parts of the <br />City's Zoning districts and therefore needs to be amended by Ordinance. <br /> <br />Councihnember Zimmerman questioned if this will include all of the zones in the City, and if <br />Town Center will be included. <br /> <br />Assistant Community Development Director Trudgeon explained Town Center will have a <br />combination of commercial and residential zoning. <br /> <br />City Attorney Goodrich indicated the ordinance will be reviewed to be certain that it is all- <br />inclusive of the City zoning. <br /> <br />City Council/September 28, 2004 <br /> Page 9 of 17 <br /> <br /> <br />
