5 relating to the following issues: a) alternatives to actual construction of the proposed stub <br />roads providing future access to the west and southeast (Kuechle and Bridwell properties); b) <br />alignment of sewer trunk lines through the wetlands of Fox Knoll; c) corrections to grading and <br />drainage plan in the vicinity of the western comer of the Bridwell property; d) traffic generation <br />report; e) more details and clarity needed on the tree preservation exhibit; f) density <br />transitioning provisions. <br /> <br />Kevin McGhee, President Allstate Development, Inc., stated that Pete Rattika for Hakanson <br />Anderson could address the concerns raised at the last meeting. <br /> <br />Pete Rattika, Hakanson Anderson, stated that one of the concerns had to do with the stub roads <br />east and west of 154th Avenue. He explained that the road right-of-way will be preserved with <br />outlots at points in the street that extend beyond the private roads to provide access for future <br />developments. <br /> <br />Mr. McGhee noted that the road to the east will not be included until the second phase of the <br />development. <br /> <br />Mr. Rattika stated that a second area of concern had to do with the entrance grading. He <br />explained that the plan had been revised to include a retaining wall adjacent to the Bridwell <br />property. <br /> <br />Chairperson Nixt inquired if the developer had talked to the property owner. <br /> <br />Mr. Rattika replied that they had not, but were willing to do so. <br /> <br />Mr. Rattika stated that the third area of concern had to do with the impact of traffic. He reviewed <br />the traffic figures for Sunfish Lake Boulevard, Nowthen Boulevard, and Alpine Drive noting that <br />all of the roads are built to accommodate high numbers of traffic. The traffic from the proposed <br />development will have little impact. The other issue addressed at the last meeting was for the <br />developer to hold a meeting with residents adjacent to the proposed sewer trunkline in Fox <br />Knoll. <br /> <br />City. :~ Engineer Jankowski stated that he was present at the meeting. He explained that seven <br />horheowners will be impacted by the sanitary sewer construction and reviewed what will need to <br />be done to extend the system 900 feet to the new development. The main concern had to do with <br />the loss of trees and it has been promised to the residents that the location of the system will be <br />identified and the City's Environmental Specialist will view the trees that would be impacted and <br />make some recommendations. A commitment was also made for reforestation on the south side <br />of Alpine Drive. Mr. Jankowski noted that two of the seven impacted residents were present at <br />the meeting. <br /> <br />Mr. McGhee noted that they will have to comply with the requirement of seven different permits <br />to extend the system, so there will be extensive guidelines for them to follow. <br /> <br />Planning Commission/September 5, 2002 <br /> Page 13 of 16 <br /> <br /> <br />
