Mr. Rattika stated that another issue addressed at the last meeting had to do with a tree
preservation plan. They have updated their plan to include additional areas of trees to save and
transplant trees up to four inches in diameter throughout the development. The final issue dealt
with the density transition ordinance, which they intend to meet the requirements of in addition
to providing throughout the west half of the development 76 over story trees, 152 ornamental
trees, and 456 shrubs.

Geoff Bridwell, 6101 Alpine Drive NW, Ramsey, stated that his property is also zoned R-2 and
he has been looking into a possible proposal for development of his property and some of his
concerns have to do with access to his property since he has a limited amount of land to build on.
He understands that at this point they are only addressing phase I and it is part of phase II that his
property will be impacted. He thought it was in the City's interest to keep his property buildable
rather than lose it as tax base. Mr. Bridwell also stated that he was not satisfied with the corner
grading onto Alpine Drive. One of the constraints to put homes on his property is the retaining
wall. It is important hillside because it offers greenspace and views. The corner pond adjacent to
the outlet there are 200 mature oak tress surrounding the wetland and currently the road from his
prgperty line is 10 feet and they will have to cut down a significant amount of oak trees. His
other concern involves emergency vehicle access to future development.

Chairperson Nixt inquired as to where his consultants were with a proposal for development of
his site.

Mr. Bridwell replied that he hired consultants in response to the Allstate Development proposal.
When Mr. Becker proposed to develop his 10 acres he had some warning that he needed some
legal help to assist with his issues. A lot of it depends on what way the City goes with on this
development. He stated that he would like to develop his land in conjunction with the Allstate
Development, but at this time they are simply looking at the possibilities.

Chairperson Nixt stated that the extension of the road is intended to facilitate further
development and the issues brought up by Mr. Bt/dwell could impact how they align any future
road, but he cannot hold up any preliminary plat that meets requirements. He stated that they
would like to accommodate him, but he needs something more concrete than a general concern.

Mr. McGhee noted that they are looking into actually moving the entrance as much as they can to
try and give them more room on the retaining wall. He also noted that he is willing to meet with
Mr. Bridwell, but they are not into preliminary plat for the two outlots at this time.

Chairperson Nixt stated that they are considering a preliminary plat that places a interchange
where logically an extension of the road would go to the east and west. He questioned if the
interchange was the appropriate place for the development.

Mr. McGhee replied that it was at this time for them.

Principal Planner Trudgeon noted that the only way to not bind them to a specific road alignment
would be to exclude it from the preliminary plat at this time.

Planning Commission/September 5, 2002
