Chairperson Nixt inquired if having a date certain in the development agreement would be
acceptable.

Mr. Paumen replied that that was appropriate.

Sue Brown, 7100 159th Lane NW, Ramsey, inquired if the cul-de-sac would be large enough for
a bus to turn around.

Cig) .Engineer Jankowski replied that the cul-de-sac has a paved radius of 45 feet, which is not
adequate for a bus to turn around.

Chairperson Nixt inquired if there was a need to have a bus to go into the cul-de-sac.

Cits; Engineer Jankowski replied that the Anoka Hennepin School District policy is that they do
not send busses down a cul-de-sac.

Ms. Brown stated that currently her children have to walk down to C.R. #56 and she hoped that if
there was a way for the bus to turn around they could move the bus stop closer. She inquired if
the wetlands will be protected even if other people purchase the land.

City Engineer Jankowski replied that the wetlands are protected by the DNR.

MOtion by Chairperson Nixt, seconded by Commissioner Johnson, to close the public hearing.

Motion Carried. Voting Yes: Chairperson Nixt, Commissioners Johnson, Brauer, Kociscak, and
Reeve. Voting No: None. Absent: Commissioner Watson.

The Public hearing closed at 7:45 p.m.

Commission Business

Chairperson Nixt called the regular meeting of the Planning Commission back to order at 7:45
p.m.

Chairperson Nixt stated that he was concerned by Lot 1. He thought that bringing in eight feet of
fill was too much.

City Engineer Jankowski stated that he had no doubt that the soil could be engineered to support
the structure. He explained that the Lower Rum River Water Management Organization (WMO)
will look at the low elevation in relationship to the flood evaluation. If they have the lower floor
of the building one-foot higher than C.R. #56 they will probably meet the Lower Rum River
WMO requirements.

Mr. Abel noted that they could build the home closer to C.R. #56 on Lot 1 and that would not
require the fill, but the applicant would like to market the lot with the remote site.

Planning Commission/September 5, 2002
