property, Lot 1 will require access from County Road 56. The property is also subject to the <br />Ramsey Park and Trail Plan and will be required to dedicate a 75-foot trail corridor connecting <br />Central Park and Elm Crest Park. <br /> <br />Citizen Input <br /> <br />Bradley Paumen, 7750 C.R. #57 NW, Maple Lake MN, explained that the plat includes five lots, <br />with one of the lots including the existing homestead. All of the lots will have full walk out <br />basements with the exception of Lot 1. He noted that he had met with the Parks Supervisor to <br />discuss the proposed location of the trail. <br /> <br />Chairperson Nixt inquired as to how the high water mark would impact the building on Lot 1. <br /> <br />Mr. Paumen replied that they will be adding some fill to bring the elevation higher than the high <br />water mark. Ross Abel, John Oliver & Associates, stated that they would raise the site to protect <br />the home from any flood. They anticipate raising the grade approximately eight feet. <br /> <br />Chair. person Nixt inquired if they will have to partially fill the wetland to achieve an ingress and <br />eg?ss for the site. <br /> <br />Mr...Abel replied yes. He explained that the DNR has informed him that if the impact to the <br />wetland is less than 400 feet than they will not be concerned. They anticipate that the impact <br />will be restricted to 400 feet or less using the retaining wall system. <br /> <br />Chairperson Nixt inquired if they stay under the 400 foot restriction will they be able to get the <br />necessary permits from the DNR. <br /> <br />Mr. Abel replied yes, noting that they will also have to get permits from the WMO. <br /> <br />Chairperson Nixt inquired if there have been adequate areas identified on Lots 2 and 3 for a <br />septic system. <br /> <br />Mr. Abel replied that on the revised plan, submitted to staff today, the septic site locations are <br />identified. <br /> <br />Chairperson Nixt inquired as to what type of septic system was being proposed for Lot 1. <br /> <br />Mr. Abel replied that Lot 1 will have a mound system up near Ramsey Boulevard. <br /> <br />Chairperson Nixt inquired as to when the second structure on Lot 5 would be removed. <br /> <br />Mr. Paumen replied that the structure will have to be moved within 15 days or it would be <br />demolished. <br /> <br />Planning Commission/September 5, 2002 <br /> Page 5 of 16 <br /> <br /> <br />
