a rezoning application and the Planning Commission will be reviewing the rezoning request at
their October meeting. The townhouse units will front onto private streets. The private streets
will provide access to 138th Avenue, which provides access to Riverdale Drive. Riverdale Drive
is proposing to connect to Highway #10 and to Garnet Street. Connecting Riverdale Drive to
Highway # 10 will involve the resignalization of Highway #10 and Ramsey Blvd. intersection. In
order to accomplish this connection and the necessary signalization upgrade, the developer will
need to acquire property to the west, which is owned by Anoka County. In conversations
between Anoka County and the developer, the proposed connection is acceptable, however it is
anticipated that some time will be required to resolve legal issues. Staff is recommending the
developer construct Riverdale Drive as proposed with the provision that the connection of
Riverdale Drive to the highway will be temporary in nature. When Anoka County and the
developer are able to work out legal issues the connection will need to be realigned and
constructed as a permanent intersection. City Code also requires the development to provide a
minimum of 40% open space, 10% of which much be identified as a common area for use by
residents of the development. The development exceeds open space requirements. The
development will be serviced by municipal water and sewer. The Park and Recreation
Commission reviewed the sketch plan of Rivenwick 3rd Addition at their August meeting. The
Park Commission is recommending an 8-foot trail along Riverdale Drive extending from the
westerly boundary line to Garnet Street. The trail will continue to extend along the northwest
side of Riverdale Park to the eastern edge of the park. Park dedication is recommended to be
satisfied by a cash payment. The project is subject to the review and permitting process of the
Lower Rum River Watershed Management Organization (WMO).

Citizen Input

Dave Schulte, Turtle Moon, Inc., stated that they have worked with staff to comply with the
requests made by City staff. In regards to the access to Highway #10, they have agreed to
construct a temporary street to Highway #10 until the time the County chooses to develop the
regional park.

Chairperson Nixt inquired if they will be signalizing the access to Highway #10 at this time or
w'hi~ since it is scheduled for 2004.

Ci. ty Engineer Jankowski replied that they should be doing the minimum necessary to get the
lights functioning. He noted that staff did receive a letter from Anoka County stating that the
future lighting in 2005 would be a federal project, funded 90 percent by the federal government,
so staff would propose that the developer pay the cost to install the necessary temporary
signalization.

Mr. Schulte stated that numerous alternatives were discussed for the alignments of the streets.
One was to bring Riverdale Drive up to the development, but for emergency vehicle purposes the
City felt there should be an alternative route, which is why the temporary road was being
proposed to Highway #10.

Planning Commission/September 5, 2002
