Voting No: None. <br /> <br />Case #3: Report from Personnel Committee <br /> <br />1 ) Authorization to Recruit for a Patrol Officer <br /> <br />Human Resources Manager Reed indicated the Police Chief has expressed a need for an <br />additional patrol officer for 2004. Staff is recommending this position be brought on earlier than <br />.the 2005 budget. This position would be funded by the general fund for the remainder of the <br />2004 budget year. The Personnel Cmmnittee reviewed this request and recommended that the <br />City Council ~ant authorization to begin the recruitment process for a-patrol officer. <br /> <br />2) Authorization to Recruit for a Human Resources Technician <br /> <br />Human Resources Manager Reed explained the Administration Department has expressed a need <br />to hire a full~time regular Human Resources Technician. The need for this position is based on <br />the increased workload in the Human Resources Division. The Human Resot/rces Technician <br />would serve as support staff for the Human Resources Manager. Staffis requesting authorization <br />to begin recruitment for this position immediately in order to have the position on board by the <br />beginning of December 2004. The impetus for bringing the position on staff early is to create a <br />transitional period that will prepare the Human Resources Technician to oversee human <br />resources functions while the Human Resources Manager is on leave. It is anticipated that the <br />Hmnan Resources Manager's leave will begin in early January 2005. The Human Resources <br />Technician will be funded by the general fund for the remainder of the 2004 budget year. The <br />Personnel Committee reviewed this request and recommended that the City Council ~ant <br />authorization to begin the recruitment process for a Human Resources Technician. <br /> <br />3) Authorization to Begin Recruitment for a Full-Time Temporary Permit Technician <br /> <br />Human Resources Manager Reed explained the City currently has one full-time regular Permit <br />Technician who is responsible for reviewing and processing pen-nit applications, performing <br />skilled clerical work, calculating and collecting fees, preparing reports as necessary., and data and <br />records management. In February 2005, the City's Permit Technician will be taking leave for <br />three months. This will require a temporary replacement as the Permit Technician's role is very. <br />important to the daily operations of the Building Division. Staff is requesting authorization to <br />begin recruitment for a full-time temporary replacement for the Permit Technician. As a <br />temporary position, this replacement position will be on staff for a period not to exceed six <br />months. It is anticipated that the replacement position mill be brought on approximately one <br />month betbre the Permit Technician goes on leave and will remain for approximately two weeks <br />upon the return o~' the Pennit Technician. This will promote smooth transitions at the beginning <br />and end of' the leave period. The full-time temporary position will be funded with building <br />permit revenue overages for 2004.
