CASE #: 3 <br /> <br /> REQUEST FOR SKETCH PLAN REVIEW OF <br /> TOWN CENTER .GARDENS 3m) ADDITION; <br /> CASE OF BRIGHTKEYS INC. <br /> By: Amy Geisler, Associate Planner .. <br /> <br />Background: <br /> <br />Brightkeys has applied for sketch plan review of Town Center Gardens 3rd Additionl the third <br />phase ok' Town Center Gardens. The whole development site is 51.91 acres. The property <br />propos, ed to be developed in this phase is approximately 30 acres in size, and is generally located <br />on Bunker Lake BIvd at Ramsey Blvd. <br /> <br />The following items are enclosed for your review: <br /> <br />a) <br /> <br />c) <br /> <br />Notification: <br /> <br />Site location map <br />Revised sketch plan <br />Planning Commission meeting minutes dated August 5, 2004 <br />City Staff Review Letter dated July 30, 2004, revised October 29, 2004' <br /> <br />In accordance with City Code residents within 700 feet were notified oft, he revised sketch plan. <br /> <br />Observations: <br /> <br />The revised sketch plan of Town Center Gardens 3rd Addition proposes a total of 184 townhomes <br />(17 eight-unit buildings and 8 six-unit buildings) and 21 single-family lots for a total of 205 new <br />units. 13ased on discussion at the August 5th Planning Commission meeting, the applicant revised <br />the sketch plan to show 21 single family lots in the northern portion of the plat. Six townhome <br />buildings are also shown in the northern portion of the plat. <br /> <br />The subject property is currently zoned R-2 Residential. As proposed, the project would have an <br />overall gross densit?' of 9.3 units per acre. This is above the permitted density in the R-2 zoning <br />district, which is 7 units per acre (net). The applicant is requesting a Comprehensive Plan <br />Amendment and rezoning ,for the western portion of the subject property,, to Mixed Use and TC- <br />4a, respectively. The TC*4a District allows residential density up to l0 units per acre. If <br />approved,' the plan amendment and rezoning would accommodate the density shown on the <br />revised sketch plan. <br /> <br />The combination 06 towt]homes and single family lots in the northern portion of the plat will <br />need ko be processed as a Planned Unit Development. The proposed development will also need <br />to go tl:u:ough site plan review, most likely at the preliminary, plat stage. <br /> <br />The revised s.ketch plan is proposing to construct a combination of public and private streets <br />throughout the development, similar to the streets that were approved with the first two phases of <br />Town Center Gardens. Driveways are shown to be a minimum of 25' in len~h, which complies <br />with City Code. A mix of 24- and 28-foot private streets is shown for internal circulation on the <br />site. No parking would be permitted on 24-foot streets, while pm'king would be permitted on one <br />side or' 28-~bot streets. <br /> <br />23 <br /> <br /> <br />
