Assistant Community Development Director Trudgeon replied as part of the Town Center <br />development CR 116 will be expanded with stoplights 'and four lanes. The timeframe may be <br />2007. <br /> <br />Commissioner Jeffrey suggested Ms. Matilla look at the Ci{y of Ramsey website for information <br />regarding a public hearing on the expansion of CR 116. <br /> <br />Ms. Matilla inquired if this area is considered the Central Reserve Area when the next case <br />concerning the R-1 Residential District is discussed. <br /> <br />Assistant Community Development Director Trudgeon replied it is considered the Central Rural <br />Reserve. As that ordinance is drafted it does not include this area, but there is a question in the <br />case as to whether it should apply to the same rules. <br /> <br />Mr. Dommer stated he would be happy to meet with 'any of the neighbors. Brightkeys did <br />previously meet with neighbors and relied on one of the neighbors to organize a group. <br />Brightkeys and the neighbors agreed that they could not agree. He would like to meet with them <br />again and if they failed to contact people he apologizes. <br /> <br />Commissioner Van Scoy clarified that all of the units are to be owner occupied. <br /> <br />Mr. Dommer replied the town_homes are to be owner occupied. The assisted living requires a <br />variety of things, including cooperatives, and will not necessarily follow traditional ownership. <br /> <br />Commissioner Brauer inquired of the effect on the R-2 zoning with other possible ownership <br />arrangements. <br /> <br />Assistant Community Development Director Trudgeon replied it depends on the number of units <br />and how they are defined if it is truly a residential unit-or more of a medical facility. There is a <br />fine line depending on the type of care; a hospital is not allowed in an R-2 district. <br /> <br />Commissioner Brauer commented not only does this not meet the density requirements for R-2 <br />zoning, but some of the units could be problematic for R-2 zoning. <br /> <br />Chairperson Nixt directed staff to work with the applicant to come up with a plan'that either <br />carries the appropriate recommendation for rezoning or complies with the existing code. To the <br />extent it will incorporate a senior assisted living concept there needs to be appropriate <br />consideration o~' whether it fits in this area at all. He indicated he would take issue with the <br />comment that this is consistent with the first two phases of Town Center Gardens. He does not <br />think this aspect was ever discussed, and they never discussed the expansion of the zoning. In <br />that regard it is inconsistent with the first two phases. There needs to be due consideration to <br />screening, taking into account the neighbors' concerns regarding traffic, as well as the lining up <br />the roads going to the west. He is more concerned with the density and the senior assisted <br />concept than the lining up of the roads, which can be worked out. <br /> <br />Commissioner Brauer stated the rezoning needs to be done first. <br /> <br /> Planuing Commission/August 5, 2004 <br /> Page 27 of 40 <br /> <br />33¸ <br /> <br /> <br />
