The most common and ef`fecfive <br />toots to accomplisi~ successful execution include zoning, subdivision <br />regulations, official street maps, building regular:ions, and capital <br />improvements budgeting. A well-organized and effective pro,ram uses a~l of' <br />these tools. <br /> <br />Certain procedures guide rI~e adoption and amendment of the comprehensive <br />plan. Either r}~e planning agency recommends the plan ro tl~e council, or the <br />council proposes the pian ro the planning agency by resolution. A public <br />hearing must dnen be held by the planning agency prior to the adoption of' the <br />plan. Notice oFthe hearing must be published in the official newspaper at <br />least i0 days prior to the date o,fthe hearing. The council cannot adopt or <br />amend the plan unless the planning agency's mcommendatiori is received, or <br />(50 days have elapsed since the council's proposai by resolution was <br />submiu, ed to the planning agency. A two-thirds vote of all the members ot'the <br />council is required to adopt or amend the comprehensive plan. <br /> <br />Comprehensive plans in the metropolitan area must be submitted to the <br />Metropolitan Council for review for comparibilit?' and conformiu with <br />Metropolitan Council's regional system plans. When the Metropolitan <br />Council determines that a city's comprehensive land use plan may have a <br />substanriai irnpact on or contain a substantial departure from the Metropolitan <br />Council's regional systern plans, the Council has ~:he statutory authority to <br />require the city to conform to the Council's system plans. Cities in the <br />metropolitan area must also submit their proposed comprehensive plans to <br />ad.iacent governmental units and a~'fected school districts f'or review and <br />COtTI1Tlen[. <br /> <br />All acquisitions and dispositions of real properh., and any capital <br />improvements must be reviewed by fine planning agency regarding the <br />consistency o[-'rhe proposed action with the comprehensive plan. Written <br />compliance reports nnust be submitted to the council or tine proposal will b~ <br />deemed approved after 45 days.
