Commission Business <br /> <br />Chairperson N[:<t called the regular meeting of the Planning Commission back to order at 8:39 <br /> <br />A.ssismnt Community Development Director Trudgeon advised he would suggest that the <br />Commission recommend approval of this preliminary pint contingent on either the applicant <br />being able tic get an access to line up with 147~h Avenue, or platting the right-of-way m 148~ <br />Avenue. Staff will then be able to continue dialogue with the county. <br /> <br />Chairperson bfixt quesnoned ho~v that would solve the problem with the parce! on the comer. <br /> <br />,Assistant Community Development Director Trudgeon replied it does not. <br /> <br />Commissioner Brauer stated he could not approve access off of 148tl~ Avenue that would run <br />through the neighborhood. <br /> <br />Chairperson Nixt indicated there should not be access through the residential neighborhood. He <br />commented it would be preferred ~hat the access line up with 147th Avenue, however, since that <br />will not be a~lowed, the only [ogical access would be as a right-in/right-out at 148t~' Avenue <br />where it is proposed to line ft up. He indicated he does not think they need the right:of-wa? if <br />[45~' Avenue ends in a cui-de-sac and there is no ingress or egress to this site fi'om the <br />ne [ghborhood. <br /> <br />Commissioner Braum- suggested the Commission state that they do not want the access through <br />the residential neighborhood and that the Commission approve the plat with the applicant to <br />work out an access with the county. It should be stated that the Commission is in agreement <br />with the applicant regarding the access at 147t~ Avenue. <br /> <br />Mr. 5cbunidt t-eviewed a letter from the county dated February 16, 1996 recommending that the <br />access ar 147 Avenue remain. He stated there is already access at 147rh Avenue on the west, <br />and he does not think the county has wiggle room to take. the access away from this piece, <br />coupled ,,vtth the [ %_ acre piece. Fie thinks this letter dictates to the county that they will have to <br />approve dtis. [t will probably rake pressure fi'om county commissioners, but he thinks he can get <br />that. He is com~brtab[e with the Commission approving this with him working with the county. <br />He does not want to run traffic ~hrough the residential neighborhood. He suggested that the <br />Commission recommend an otttlor be created to create access to the parcd co the south. He <br />exp[aineci he can use that for leverage with the county. He noted the other issue is that, staff has <br />discusst:d making a cid-de-sac where 148m Avenue comes into his property. This would impact <br />setbacks for him substantially and he would lose up to ! 8 storage units. This is a substantial <br />:equir~ment bein~ imposed on r, tre'propeny. He is willing co drop his privacy fenszes back about <br />30 [eet to allow the plow to drop the snow on the boulevard, which is what is cu~endy done. <br /> <br />Chairt;enion Nixt suggested :he possibility of a setback variance. This would provide the <br />?e:'manent 5un-hoe :md d~e applicant would have a variance for a ~,,v- units so ~s not ~o lose <br />,.'~venuc.
