WORKSHOP MEETING <br />PLANNING & ZONING COMMISSION <br /> <br /> City of Ramsey <br />Anoka County <br />State of Minnesota <br /> <br />!~e Planning & Zoning Commission held a Workshop meeting oh March 18, 1980, <br />at the Ramsey Municipal Center, 15153 Nowthen' Boulevard N.W., Ramsey, Minnesota.' <br /> <br />~.~mbers Present: <br /> <br />~mbers Absent: <br /> <br />Ken Peterson, Chairman <br />Gerald Zimmerman <br />Ben Deemer <br />Kathleen Schneider <br />Ron West (arrived 8:00p.m. ) <br /> <br />Art Dunn <br />Harold Ellis <br /> <br />A/so present: <br />Lloyd Schnelle, City Adm. <br /> <br />Chairman Ken Peterson called the meeting to order at 6:40 p.m. The purpose of <br />tl~s workshop was to consider preliminary plat approval for Alpaca Estates, <br />and review of the Comprehensive plan. <br /> <br />ALPACA ESTATES PRELIMINARY 'PLAT: <br /> <br />~ere was an extensive discussion regarding cost of signalization by members <br />of the commission and Mr. Schnelle. Ben Deemer explained the State/County <br />cost involvement with the City cost being ½ of the County portion. Deemer <br />pointed out that there would be an additional cost of $16,000 at today's cost <br />for the Alpaca Estates plat alone, and feels it would not be out of line to <br />ask the developer to escrow funds for this improvement. Mr. Schnelle indicated <br />that he felt this would be acceptable particularly since this plat might be <br />the main reason signalization would be needed. <br /> <br />Motion by Ben Deemer, seconded by Gerry Zimmerman to Recommend to the City <br />Council to. approve the Preliminary Plat for Alpaca Estates contingent on <br />resolving the deficiencies as stated in the ~,ngineer's letter of March 7, 1980, <br />speci fi cally: <br /> 1. Comply with Providing gradingplan and profiles of drainage ditches <br /> as required by article 170.037C of the City Code along with drainage <br /> calculations for determining drainage structure sizes and ponding <br /> re qui remen ts. <br /> 2.' City require developer to escrow funds for future signalization of <br /> Armstrong Blvd to cover cost of the leg created by Alpaca Estates. <br /> 3. Pending further input from Metro Council, lot size within plat is <br /> presently in accordance with City code. <br /> 4. a. Comply with having plans prepared by registered engineer (Art.170. 039D). <br /> b. Change the 32 foot wide suburban residential street proposed for <br /> the commercial area to a 41 foot wide commercial street. <br /> c. Change the rural street sections to suburban type streets. <br /> (In the event the Council decides to allow the rural type streets, P & Z <br /> reserves the right to review the grading plan and approve separately- <br /> as there is concern regarding shoulder and ditch errorsion.) <br /> <br /> March 18, 1980 <br />P & Z Workshop -.page 1 <br /> <br /> <br />
