TO: Mayor and City Council <br /> <br />FROM: City Administrator <br /> <br />RE: Staff Report <br /> <br />1) Spring Thaw and Drainage: It has been a busy past week for the City <br />Public Works Department with all the water problems caused by the spring <br />thaw. One thing we learned was where all the water problems are at in <br />Ramsey. Inasmuch as Ramsey doesn't normally have this type of a water <br />problem, it is questionable as to how much money the City wants to spend <br />to guard against this type of a situation. I do feel that the City should <br />purchase a couple more pumps and considerable more hose. <br /> <br />The areas where we had houses being flooded Council should take a look at <br />trying to eleviate these problems. This also' applies where we had serious <br />street wash outs. <br /> <br />2) Tungsten and Front Street Storm Sewer: We have received the following <br />complaints this past week on this storm sewe~: <br /> <br />a) Mr. George Post (6208 Highway #10) - His problem is interior <br />lot drainage and that is' not the City's responsibility as he has to <br />provide for that drainage to our storm sewer. <br /> <br />b) Hedstrom Electric (6260 Highway #10) - Mr. Hedstrom is complaining <br />about his lot interior drainage which is his responsibility as in the <br />Post case above. <br /> <br />c) The d~-ainage from Rivlyn is also creating problems on Tungsten. <br />The City should have considered doing the whole thing last year which <br />would have included Rivlyn Street. <br /> <br />3) Legislation: The following is submitted on legislation: <br /> <br />a) Municipal Bond Interest Rate Bill - The League of Minnesota <br />Cities has recommended that legislation be introduced removing the <br />interest ceiling on bonds which really makes sense. However <br />Senators Coleman and Davies are trying to introduce legislation on <br />the Senate side that would drastically change current bonding pro- <br />cedures. They are proposing legislation to have the Attorney General <br />Office be the bond council for all political subdivisions which would <br />mandate the utilization of the State Investment Board for the market- <br />ing of Municipal Bonds. This Coleman smd Davids proposed legislation <br />is a real bucket of worms. You don't want any part of that legislation <br />as it would be disastrous in many ways to local government. <br /> <br /> <br />
