CASE #3: MUNICIPAL 'BOND INTEREST'RATE:

Please review the contents of enclosure (DS-c) which is a letter
from the LeagUe of Minnesota Cities reqUesting Council assistance
on legislation pertaining to Municipal Bonds. I feel the League's
proposed legislation is much better then what the legislators want
to do this critical issue.

I will discuss this further with Council at the meeting as this is
very critical legislation as it appears that some Of the legislators
want to control the life blood of a City from St. Paul.

CASE # 4: tt~xlSEY. WAS TEWATER' TREATblENT ' FAC I L I TY:

Council at their meeting of March 11, 1980 stated they wanted the
Engineer to come up with a rough cost for Wastwater Treatment Facility.
Consequently, enclosure ~(D3-d) is submitted to inform Council of the
cost to' perform such a study. ..

Counncil Action: Council action will be needed to proceed with said
study.

CASE #5: ESTABLISHING POLICY-'ON .'REMOVAL 'OF 'ANIMALS 'FROM 'CITIZENS 'HOME
WHEN REQUESTED 'BY 'THE',' CITI'ZEN

We occasionally get requests from citizens who want our people
(City Employees) to remove an animal from their house or out
buildings. This past week' we had a citizen' who wanted our Police
to remove a cat from the upstairs crawl space in their attic.

comment: I think Council should establish a policy regarding this
matter 'in regards to the liability and etc. I will discuss this
further with Council at the meeting.

CASE #6: LAND RENTAL

Discuss rental of land which the City is acquiring from Mr. Raudio.
We do have a rent. er for it which is the same party who has been
renting from Mr. Raudio.

However, we do not really control this land as of this date. We
should get with Mr. Raudio and prepare an agreement that would cover
us when we take possession of it.

CASE #7: DtUIINAGE 'PLAN

I gave the City Council copies 'of the. drainage study at the last
meeting. This meeting Peter Raatikka will be reviewing it with
the council memberS.-
