Associate Planner Wald stated the City received an application from Turtle Moon Inc. for site <br />plan review of a townhome development. The property is generally located south of Riverdale <br />Drive and north of the existing Rivenwick urban residential development. The project area is <br />approximately 19.46 acres in size. The maximum net density established in the R~2 District is 7 <br />units per acre. Net density for the proposed development is 7 units per acre; this complies with <br />City Code. Riverdale Drive is proposing to connect to Highway #10 and to Garnet Street. <br />Connecting Riverdale Drive to Highway #10 will involve the resignalization of Highway #10 <br />and Ramsey Blvd. intersection. The proposed development meets all setbacks, unit size, <br />structure height, and off-street parking requirements established in the R-2 district. The site plan <br />meets the landscaping and screening requirements. The Planning Commission tabled action on <br />the site plan for Rivenwick 3ra Addition due to the Preliminary Plat of Rivenwick 3ra Addition <br />being tabled by the Planning Commission on September 5, 2002. <br /> <br />Chairperson Nixt asked if there is a drainage pond that is outside of the preliminary plat area and <br />is this an existing drainage pond. <br /> <br />City Engineer Jankowski stated there is a depression but there is not a full fledge drainage pond. <br /> <br />Chairperson Nixt stated one of the drainage ponds is outside of the area proposed to be platted <br />and needs to be platted with this. <br /> <br />City Engineer Jankowski stated it would need to have a drainage and utility easement on this. <br /> <br />Chairperson Nixt stated the natural progression of the flow and the pond that is within the plat is <br />intended to be a drainage pond, it is intended to be a wet pond. <br /> <br />Motion by Chairperson Nixt, seconded by Commissioner Brauer to modify the motion to obtain <br />the appropriate drainage and utility easement over the area as delineated as the pond in outlot B <br />as part of and contingent upon preliminary approval. <br /> <br />Motion Carried. Voting Yes: Chairperson Nixt, Commissioners Brauer, Kociscak, and Reeve. <br />Voting No: None. Absent: Commissioners Johnson and Watson. <br /> <br />Motion by Chairperson Nixt, seconded by Commissioner Reeve, to recommend the City Council <br />approve the site plan of Rivenwick 3~d Addition contingent upon compliance with City Staff <br />review letter dated September 27, 2002, rezoning the B-1 portion of the property to R-2 <br />Residential, and the developer obtaining preliminary plat approval. <br /> <br />Motion Carried. Voting Yes: Chairperson Nixt, Commissioners Reeve, Brauer, and Kociscak. <br />Voting No: None.
