Associate Planner Wald stated the City received an application from Larry Hickman proposing to <br />redevelop property located at the northeast comer of the intersection of State Highway 10 and <br />CSAH 57 (Sunfish Lake Blvd.). The project area consists of two parcels; Plants and Things <br />operates on the northwest parcel and Mr. and Mrs. Dillion reside at the homestead located just <br />east of the Plants and Things operation. The property proposing to be re-platted is 11.87 acres in <br />size. The developer is proposing to combine the two parcels into one commercial lot. Mr. <br />Hickman is proposing to shift the Plants and Things business to the east and construct a new <br />49,100 square foot facility. It is staff's understanding that Mr. and Mrs. Dillon will be residing <br />on the property until December 31, 2003. In the event Mr. and Mrs. Dillon plan to continue to <br />live on the property after the two parcels have been re-platted; Mr. Hickman will have to obtain <br />an Interim Use Permit to maintain two principal uses on one parcel. The Interim Use Permit <br />must be obtained prior to the plat of Plants and Things being recorded at Anoka County. The <br />property is zoned B-3, Highway Business District and the existing Plants and Things operation is <br />permitted in the B-3 Zoning District. The proposed parcel meets the half-acre minimum lot size <br />requirement, the 100-foot lot width and 150-foot lot depth requirement established in the B-3 <br />Business District. Currently, the property has one access from Sunfish Lake Boulevard (County <br />Road 57) and two accesses from U.S. Highway 10. The sketch plan is proposing to maintain all <br />three access points. Anoka County Highway Department submitted a letter to the City stating <br />that County Road 57 may be expanded in the future to include left and right mm lanes. The <br />applicant should be aware Anoka County Highway Department may need additional right of way <br />in the future. Staff sent the proposed sketch plan to MnDot for their review and comment. Staff <br />has not received any comments at this time; however Staff is anticipating MnDot will require the <br />two access points from U.S. Highway #10 be closed and right of access be dedicated to the State. <br />The sketch plan is providing Outlots A, B, and C through the subject property to serve as a future <br />public frontage road. <br /> <br />Chairperson Nixt stated the interim use permit application will be taken at the November <br />meeting and will be for use only thru 2003. He asked if they have drainage issues in this area. <br /> <br />City Engineer Jankowski stated they do and they have a proposed project, which would extend <br />the storm water pipe to drain the property eastward to a large regional pond they have. He stated <br />that the pipe was proposed to be constructed in two phases. He stated phase two is yet to be <br />constructed. <br /> <br />Chairperson Nixt asked if there was appropriate ponding provided for to cover the proposed <br />development if they cannot make the extensions. <br /> <br />City Engineer Jankowski stated there will need to be temporary ponding sufficient to hold back <br />to back hundred year storms if the storm sewer is not complete in time. <br /> <br />Chairperson Nixt asked with the widening of Sunfish Boulevard, how is that going to impact the <br />required green space on Highway 10. <br /> <br />Planning Commission/October 10, 2002 <br /> Page 12 of 20 <br /> <br /> <br />
