Mr. Weichett stated that is correct.

Mr. Peterson noted that Mr. Weichett served on the Ramsey Township Board many years ago.

Chairperson Nixt asked about staffs recommendation to address the two homesteads east of the
plat.

Mr. Peterson stated that is not a problem.

Chairperson Nixt noted the requirement to update the landscape plan and resolve lot width
issues.

Mr. Peterson stated they have no objections to doing that and have made those corrections in a
plan revised today. He explained they would like to address the buffer in a preservation area and
the development contract would commit them to provide a restrictive covenant to restrict
removal of trees within that 20-foot buffer.

Commissioner Reeve asked if that would also be to preserve and maintain the trees.

Mr. Peterson stated it would be to preserve and maintain the trees.

Chairperson Nixt noted some of the trees listed appear to be well into their expected lifespan and
requested feedback on whether the trees should be supplemented with newer trees to assure the
area is not lost via natural death.

Mr. Peterson stated he may be the only developer in the Metro area with an undergrad degree in
plant biology science and knows the density of that particular growth means that solution would
not be practical. He explained that it is heavily shaded so no new growth would not survive He
stated that Norway Pine trees have a much longer life expectancy, perhaps to 100 years.

Commissioner Johnson asked Mr. Peterson if he has read the staff letter and has concerns with
any other issues in staffs letter.

Mr. Peterson stated he has read the letter and does not have any concerns.

Mr. Weichett stated in the past there was probably a case where there were problems with
developing next to a horse pasture. He asked if there has been a study about the best type of
fence to consider in a situation such as this.

Community Development Director Frolik stated Ramsey has a Horse Care Board and she would
call them for their advice on the best type of fencing.

Motion by Chairperson Nixt, seconded by Commissioner Kociscak, to close the public hearing.

Planning Commission/November 7, 2002
