permit to enable him to conduct business on the property without the required site improvements <br />until spring. <br /> <br />Citizen Input <br /> <br />Todd Bialon of E-Z Auto Sales, Inc. addressed the Commission concerning his request for an <br />interim use permit. He indicated he has been working with the City on the requirements for curb, <br />gutter and asphalt for some time now. Due to the length of time this has taken, site <br />improvements can no longer be completed until next year. <br /> <br />Chairperson Nixt inquired as to why the project was divided into two phases. <br /> <br />Mr. Bialon indicated he hoped to complete the entire project in one phase; however, he wanted to <br />present the Commission with a worst-case scenario of paving the west half by June 2003 and the <br />east half by December 2003. <br /> <br />Commissioner Kociscak inquired as to how many cars would be displayed up until the first phase <br />was completed. <br /> <br />Mr. Bialon indicated approximately 30, on the west Side of the property. <br /> <br />Chairperson Nixt asked if the property would be plowed in the winter. <br /> <br />Mr. Bialon stated he would plow the portion in use. <br /> <br />Chairperson Nixt asked what type of access was off of Highway 10. <br /> <br />Community Development Director Frolik indicated it is an existing, unimproved access. <br /> <br />Chairperson Nixt inquired about hours of operation and lighting conditions. <br /> <br />Mr. Bialon indicated it would vary, but would generally be 12-6 throughout the winter and spring <br />and 12-9 in the summer, therefore lighting wouldn't be much of an issue. <br /> <br />Chairperson Nixt cautioned about keeping the lights away from Highway 10. He indicated there <br />are light standards in place in Ramsey. <br /> <br />Chairperson Nixt asked if the City was comfortable with the two-phased plan. <br /> <br />Community Development Director Frolik indicated she was comfortable, since the petitioner will <br />only be able to use the unimproved property until June 30, 2003 and only the improved portion <br />after June 30, 2003. <br /> <br />Chairperson Nixt asked if the grading of the area will allow for a two-phase development. <br /> <br />Planning Commission/December 5, 2002 <br /> Page 3 of 7 <br /> <br /> <br />
