Schroeder, City Administmtor'~ <br /> <br />November 6, 1991 <br /> <br />Inclement Weather Policy <br /> <br />As you are aware, on Friday, November 1, 1991, we had a serious snow storm event which <br />precipitated the eventual closing of the Administrative Offices for the City of Ramsey. Due to this <br />weather, there were three office employees who were able to make it into the work. The balance of <br />the employees either were unable to come to work or were directed by a supervisor to stay at <br />home. Eventually, at about 10:00 a.m., it was determined that the offices should be closed. <br /> <br />Subsequently, staff reviewed inclement weather policies of our adjacent neighbors. Of those that <br />we were able to talk to, it appears that Elk River is requiring employees who did not appear at <br />work to use sick leave, vacation or compensatory (comp) time. Those who arrived at work were <br />provided with the opportunity for pay for the time they were there but had to take sick leave, <br />vacation or comp time for the hours that they were sent home, which in this case was after 12:00 <br />noon. The City of Anoka expressed that they never close and anybody that is unable to make it to <br />work has to take vacation or comp time. The City of Brooklyn Park does not have a written policy <br />but if City Hall is closed by the City Manager, non-organized personnel are paid. Anybody who <br />does arrive at work are provided with an opportunity to take that number of hours off at some <br />future date. If City Hall were not to be closed, then the employees must take comp or vacation <br />time. <br /> <br />Enclosed for your review is the Champlin Inclement Weather Policy which is the only written <br />policy that I've come across. It happened that Monday, November 4, 1991, was a payroll day; <br />therefore, we had to get time cards completed. Employees were directed to designate non-time <br />worked on November 1, 1991 as vacation or compensatory time and that we would bring the issue <br />to Council on Wednesday, November 6, 1991 to get their reading on the issue. <br /> <br />The first issue in front of Council, therefore, is what to do about the snow day of November 1, <br />1991. The second issue would be how to react to future occurrences that are similar to that of <br />November 1, 1991 regarding payment, or lack thereof, for Friday, November 1, 1991. <br /> <br />It is my recommendation that staff be paid and that those individuals that did appear at work be <br />provided with an opportunity for compensatory time for that period of time that they were here. <br />Regarding future events, I would suggest that the Champlin policy appears to deal fairly well with <br />the issue and therefore recommend its ratification. <br /> <br />/jmt <br /> <br /> <br />
