Minnesota Department of Transportation EEO Special Provisions <br />Office of Civil Rights <br />Revised 07/12 <br />EQUAL EMPLOYMENT OPPORTUNITY (EEO) <br />SPECIAL PROVISIONS <br />This section of Special Provisions contains the Equal Employment Opportunity (EEO) rules and <br />regulations for highway construction projects in Minnesota which are federally and/or State funded. <br />The source of funding determines which EEO regulations and goals (Federal and/or State goals) apply to <br />a specific project. When a project contains funding from both Federal and State sources, both sets of <br />regulations apply, and the Minnesota Department of Transportation (MnDOT) monitors and reviews <br />projects at both levels. <br />If the project contains any Federal funding, and has a total dollar value exceeding $10,000, Federal EEO <br />regulations and goals apply (pages 2, 6, 7-8, 9-14, 15, 16-17, 22-26, 27-38). The MnDOT Office of <br />Civil Rights monitors and reviews these projects on behalf of the Federal Highway Administration <br />(FHWA), under Federal statutes (23 USC 140) and rules (23 CFR 230). <br />If the project contains any State funding, and has a total dollar value exceeding $100,000, State EEO <br />regulations and goals apply (pages 2, 3, 4, 5, 6, 9-14, 16-22).
