He noted that the Public Works Committee recommended <br /> language on May 19, 2015, which had not yet been incorporated into the draft agreement and <br /> noted that there is an option to approve the agreement with the amended language recommended <br /> by that Committee. <br /> Councilmember Riley stated that he was able to meet with City Engineer Westby and noted that <br /> the language suggested by staff in the amended action is consistent with the recommendation by <br /> the Public Works Committee. He thanked staff for addressing the questions he previously had. <br /> Councilmember Kuzma questioned if there is a timeline on the assessment for the seven lots. <br /> City Engineer Westby stated that the assessment language clarifies the terms but noted that <br /> would be dependent on the project start date. He stated that as lots are sold the assessment <br /> would be paid and noted that residents would also have the option to prepay and not pay over the <br /> three-year term. <br /> Councilmember LeTourneau asked for examples of this vehicle being used in the past. <br /> City Engineer Westby responded that the City has completed this process once before on another <br /> improvement project which worked well. <br /> Mayor Strommen stated that it is not uncommon for the City to install the infrastructure and then <br /> be paid back. She noted that this is bank owned property and is not a typical development. <br /> City Engineer Westby stated that although this is not a typical situation, staff believes that this is <br /> a good proposal and that the assessment proposal would cover any risk to the City adequately. <br /> He stated that using this process for this property appears to be the best method. <br /> Motion by Councilmember Shryock, seconded by Councilmember LeTourneau, to approve the <br /> draft assessment agreement for the Ridgepoint Residential Development Improvements; <br /> Improvement Project #15-21 with the amended language recommended by the Public Works <br /> Committee. <br /> Further discussion: Councilmember LeTourneau commended Village Bank for their forethought <br /> and efforts during this process. <br /> Motion carried. Voting Yes: Mayor Strommen, Councilmembers Shryock, LeTourneau, Johns, <br /> Kuzma, Riley, and Williams. Voting No: None. <br /> 7.02: Adopt Resolution #15-05-111 Approving Plans and Specifications and Authorizing <br /> Advertisements for Bids for Ridgepoint Residential Development Improvements, <br /> Improvement Project#15-21 <br /> City Engineer Westby reviewed the staff report and recommendation to approve final plans and <br /> specifications and authorize advertisement for bids for Improvement Project #15-21 to serve the <br /> Ridgepoint development. <br /> City Council/May 26,2015 <br /> Page 6 of 13 <br />
