Councilmember Riley stated that at the last meeting he was opposed to this case simply because it seemed out of order. He explained that at this point the assessment agreement is in place and believed that it would now be appropriate to go out for bid on this project. Motion by Councilmember Riley, seconded by Councilmember Shryock, to Adopt Resolution #15-05-111 Approving Plans and Specifications and Authorizing Advertisements for Bids for Ridgepoint Residential Development Improvements, Improvement Project#15-21. Motion carried. Voting Yes: Mayor Strommen, Councilmembers Riley, Shryock, Johns, Kuzma, LeTourneau, and Williams. Voting No: None. 7.02.A: Adopt Resolution #15-05-135 Granting Final Plat Approval for COR Parkview Addition Community Development Director Gladhill reviewed the staff report and recommendation of the Planning Commission to approve the Final Plat for COR Parkview Addition with required revisions as outlined in the Staff Review Letter dated April 3, 2015. He explained that while this is an important step in the review process this is not the final approval. Motion by Councilmember LeTourneau, seconded by Councilmember Johns, to Adopt Resolution #15-05-135 Granting Final Plat Approval for COR Parkview Addition with required revisions as outlined in the Staff Review Letter dated April 3, 2015. Further discussion: Councilmember Kuzma stated that he looks forward to this being built. Commissioner Riley stated that the Council has reviewed this on several occasions and this is simply another step in the review process. Motion carried. Voting Yes: Mayor Strommen, Councilmembers LeTourneau, Johns, Kuzma, Riley, Shryock, and Williams. Voting No: None. 7.02.B: Adopt Resolution #15-05-126 Granting Final Plat Approval to Harvest Estates, a Major Plat; Case of GS Land,LLC Community Development Director Gladhill reviewed the staff report and recommendation of the Planning Commission to approve the Harvest Estates Final Plat with required revisions as outlined in the Staff Review Letter dated April 3, 2015. He noted that the Council had discussed the access to Nowthen Boulevard and advised that connection would remain open through phase one. Councilmember Riley stated that there was discussion from the Council to include work hours in the development agreement. Community Development Director Gladhill noted that the applicant did agree to those construction hours and stated that staff had intended to include the condition in the development agreement.
